C.Approval of Minutes DAREK VETSCH MOVED TO APPROVE THE JUNE 3, 2025, REGULAR MEETING MINUTES. TONY VELISHEK SECONDED MOTION. MOTION CARRIED UNANIMOUSLY. D.Consideration of Additional Agenda Items None. 2.Regular Agenda A.Table Topic – 2025 Legislative Update – Darielle Dannen, Flaherty & Hood, P.A. Senior Attorney and Lobbyist Darielle Dannen of law firm Flaherty & Hood, P.A. introduced herself via Teams video to the IEDC. Ms. Dannen shared her background and a presentation on legislative session updates regarding the 2025 bonding bill and the complications that arose through the session and at its conclusion. Ms. Dannen noted the “Drive for Five” training program established in 2023 and an RFP coming out soon from MN DEED as means to offset housing costs for smaller communities to take effect October 2025 and running through Spring 2026. Ms. Dannen also talked about the moderate data center tax credit and the legislature’s efforts to bring future budget deficits down through various program funding cuts as well as the smaller 2025 bonding bill. In addition, the DR A F T IEDC Meeting Minutes – 08/05/2025 legislature may face additional challenges related to the recently enacted Federal budget bill that will reduce funding flow to the State for Medicaid assistance and family support programs. Darek Vetsch, Wright County Commissioner, noted the potential reduction towards State project demonstration grants. Economic Development Manager Jim Thares pointed out how the House and Senate disagree on items throughout the “skinny” bill; no changes to the TIF statutes were approved. He also asked if the Statewide Housing Aid funding got approved for another disbursement to local government units. Ms. Dannen indicated that it the legislature did approve another round of funding for the housing aid program. Jim also noted the process to establish a local housing trust fund, due to strict legislative rules and the challenges and complications to stack and allocate beneficial funding toward the Trust Fund. B.CGMC Summer Conference - Legislative Overview – Reviewed by City Staff Economic Development Manager Jim Thares spoke to the conference held by the Coalition of Greater Minnesota Cities (CGMC) and the various current legislative issues and initiatives. NO ACTION WAS TAKEN ON THE AGENDA ITEM. C.2025 Manufacturers Breakfast Event (Oct 10, 2025) Planning and Information Update Economic Development Manager Jim Thares mentioned the upcoming Manufacturers Breakfast Event for Friday, October 10 taking place in the Mississippi Room of the Monticello Community Center. Mr. Thares and staff are working to secure King Banaian, Finance Professor from Saint Cloud State University, to speak at the event and may pursue a panel of guest speakers for engaging context. Many IEDC members expressed interest in having Mr. Banaian come back to speak after a three-year hiatus. NO ACTION WAS TAKEN ON THE AGENDA ITEM. 3.Liaison Updates A.Wright County Economic Development Partnership (WCEDP) WCEDP Executive Director Missy Meidinger provided an overview of recent events and highlighted the upcoming Joint Wright County and Sherburne County Enterprise Academy entrepreneurial training opportunities. The 12 weekly sessions will kick off on September 11, 2025, and conclude on December 4, 2025. All sessions will be held at the City of Monticello Community Center. He encouraged members to spread the word on this entrepreneurship training program. B.Chamber of Commerce Deb Meyer, Monticello Chamber of Commerce Executive Director, provided a DR A F T IEDC Meeting Minutes – 08/05/2025 brief overview of recent and upcoming Chamber events. C.Economic Development Mr. Thares presented updates on the following economic development activities. • Building Permit Update – Qtr. #2 • Sales Tax Collections Update – Qtr. #2 • BR&E Visits Update • Project Update • Prospect List • August 5, 2025, Planning Commission Agenda Mr. Thares pointed out the lower numbers of permits in the reports and noted that higher interest rates are making it a challenge. He further noted the incorporation of new enacted sales tax receipts which was approved in the fall of 2024 and has just started to be collected. Andrew Tapper asked how he was able to gauge projections. Mr. Thares spoke to the $15 million 10-year study at the University of Minnesota –more details will be shared at the next IEDC meeting. Mr. Thares reported on the Business Retention and Expansion (BR&E) visits attended by some IEDC members and Economic Development Authority (EDA) commissioners; the feedback received from other downtown business owners and various downtown activities including the TH25 construction completion, Block 52, and Nordic TapHouse opening the new location downtown. He also previewed the two loan pre-applications which are to be discussed at the next EDA workshop meeting. And finally, he reviewed the development prospect list. Luke Dahlheimer asked of the status of the Meadowbrook project. Jim Thares spoke to the developer’s passing and a recent news article reporting on other communities and projects left with a series of workmanship and poorly completed issues. Staff can send out a recent Star Tribune article to the IEDC members later. D.City Council Update City Councilmember Charlotte Gabbler provided an update of the recent City Council activities, including continuing construction and infrastructure projects. Andrew Tapper also pointed out as serving as the Planning Commission Chairperson and having attended, a recent MN-TH #25 Improvements Proposal Open House held on August 4 by MN-DOT and shared that it was focused on strategic possibilities for alternatives to congestion, address safety, and mobility. WRAT WE LEARNED With 92 units in total, Willows Landing reported having one of the highest occupancy rates to date, with over 94% occupancy, leaving only five units available. The facility offers a mix of 2-bedroom, 1-bedroom, and studio units, with remaining vacancies being studios. There is a waiting list for the 14-bed memory care unit, both internally and externally. Future expansion plans may include additional memory care units on the ground level. Amenities include meal plans for three daily meals, Wi-Fi, cable TV, housekeeping, and laundry services. Transportation is provided for appointments within a 5- mile radius and scenic tour outings for residents. Willows Landing employs 67 staff members in nursing, dining, events, maintenance, and administrative roles. BUSINESS RETENTION & EXPANSION VISIT MN developer left a trail of complaints over shoddy construction https://www.startribune.com/mark-elliot-homes-development-complaints/601367904 Harmony Villas in Rosemount is one of Mark Pasvogel's developments. Buyers there say they faced long construction delays and damage including faulty drainage, cracked concrete and maintenance problems. “No one’s been held accountable,” said one homeowner. IEDC Agenda: 9/03/25 1 3C. Project Update Big River Commercial Development - Chelsea Road: A Les Schwab Tire Center (15,136 sq. ft.) now under construction is progressing. It is in the Big River Commercial Development near the Chipotle Restaurant along Chelsea Road. Valvoline Oil is expected to start construction of its 2,673 sq. ft. fast oil change outlet soon. The Big River Development has numerous pad ready sites in the 10-acre development project. Fairfield By Marriott Hotel: Construction of the 98-room hotel development project is progressing. The four-story hotel walls are currently being framed with wall sheeting be applied. The Boulder Tap House Restaurant will be an attached facility and is expected to be completed in late 2025. The hotel will be opening in late June 2026. The hotel will also have small conference rooms to accommodate meetings and events in its facilities. The cost of the entire project is approximately $21,500,000. A total of 45 to 50 jobs will be created through this development. The City and County both provided financial assistance through Tax Abatement. This was the City’s first use of this financial assistance tool in support of a non-infrastructure development project. The combined assistance from the City and County will total $742,655 over a 10-year time frame. Nordic Tap House and Restaurant: Nordic Tap House relocation-and-renovation project is completed. The façade improvements to the building were funded through the EDA’s Façade Improvement Forgivable Loan Program. EDA total Façade Loan approved by the EDA was $111,000. Discount Tire: A proposed Discount Tire sales and service store is working its way through the final review and permitting steps. This facility is proposed for a 2.04-acre parcel located at 1300 7th Street East. Wendy’s Restaurant: The Wendys developer, HAZY, is seeking to extend its entitlements performance timeline to allow it to start construction of the restaurant in the spring of 2026. The location of the proposed 2,300 sq. ft. restaurant development is at 261 Highland Way near Home Depot. IEDC Agenda: 9/03/25 2 Minnesota Sports Cards - Retail: Plan submittals are being reviewed by the PC for a sports card retail and trading store. Minnesota Sports Cards proposes constructing a 4,409 sq. ft. building on a 1.09-acre site located just east of the former McDonald’s fast food restaurant (located along the freeway in front of Home Depot). Recently Completed Multi-Family Rental Development Updates: Savanna Vista MF Apartment Lease Up = 177 out of 200 now leased (11.5 percent vacancy) – first phase open 12 months; 2nd phase opened in November 2024 (two buildings at 100 units each) Block 52 MF Apartment Lease Up = 100 percent occupied (87 units) – open 21 months ago CHC Twin homes – Phase 1 Lease Up = 56 out of 60 units now leased – opened February 2024 (21 months).
