MONTICELLO CITY COUNCIL SPECIAL MEETING
Monday, June 23, 2025 — 6 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 6 p.m.
2. Discussion on Pointes at Cedar
City Administrator Rachel Leonard gave a brief overview of the Pointes at Cedar project
and the adopted Small Area Plan's vision for its development. This includes a mix of
private/public development, residential and commercial development, urban park area,
and flex space. Ms. Leonard requested input on whether the City Council would like to
see any changes to the adopted master plan for the public spaces at the Pointes at
Cedar and reiterated that the project will realistically be completed in phases over an
extended period of time due to limited funding.
One area discussed was Dundas Road and whether or not to integrate the roadway into
the design or vacate it. The master plan includes the removal of Dundas Road. No
changes were recommended by City Council in the current direction of the master plan.
Council Member Hinz questioned how to proceed given the public voted no to the
project. Ms. Leonard responded that the vote was not whether to complete the project,
but rather to use sales tax as a funding source.
Ms. Leonard also requested input from the City Council on whether the City should seek
Regional Park status through Greater MN Parks & Trails to facilitate application for
Legacy Fund grants. She added that the City made a commitment to the public to
incorporate a water feature and some type of trail system, but additional investment is
dependent on City Council direction. Council Member Christianson questioned the
amount of funding that could be obtained from the Legacy Fund. Park & Recreation
Director Pawelk responded that the amount is unknown as it depends on the availability
of the funds.

The Council discussed items such as completing earth work, playground equipment, and
other items that could possibly be completed with minimal financial impact. There were
no definitive decisions made.
The City Council reached a consensus for staff to proceed with an application to seek
regional park designation and continue to solicit grant funding to assist with the
foundational components of the Pointes at Cedar project.

By consensus, the meeting was adjourned at 6:15 p.m.
