RESOLUTION NO. 2025-63
A RESOLUTION ORDERING THE PREPARATION OF AN ALTERNATIVE URBAN AREAWIDE
REVIEW FOR THE MONTICELLO INDUSTRIAL AREA
WHEREAS, the City of Monticello has entered into an Orderly Annexation Agreement
with Monticello Township; and
WHEREAS, the Orderly Annexation Agreement outlines triggering events for annexation
and the environmental review process for properties which have petitioned for annexation; and
WHEREAS, the City of Monticello has received a request for Environmental Review from
Monticello Tech, LLC; and
WHEREAS, the request for Environmental Review includes areas within the Orderly
Annexation Area; and
WHEREAS, petitions for annexation to the City of Monticello have been received from
all property owners within the areas to be evaluated within the environmental review; and
WHEREAS, the City of Monticello has determined environmental review is prudent to
develop the Orderly Annexation Area; and
WHEREAS, Minnesota Rules Chapter 4410.3610 provides for a substitute form of
environmental review known as an Alternative Urban Areawide Review (AUAR); and
WHEREAS, an AUAR allows for environmental review of development and associated
infrastructure in a particular geographic area within a jurisdiction if the local government unit
has an Adopted Comprehensive Plan; and
WHEREAS, the City of Monticello is the Responsible Government Unit (RGU) pursuant to
Minnesota Rules Part 4410.3610 Supb 1; and
WHEREAS, the AUAR study area is approximately 550 acres east of Highway 25, west of
Edmonson Ave NE, and South of 851" Street; and
WHEREAS, two proposed development scenarios have been identified to evaluate as
part of the AUAR as follows:
Scenario 1: includes up to 3,000,000 sf of technology park campus, which could include
a data center, research and design facilities, technology, laboratories or research park
uses, which may include the need for additional electrical substations, transmission
lines, and backup generators.

Scenario 2: includes up to 5,000,000 sf of light industrial land uses, which could include
process and production manufacturing, warehousing and distribution, machine shops,
computer technology including office and research and development, professional and
corporate office, and industrial engineering facilities.
WHEREAS, Minnesota Rules Chapter 4410.3610 Subp. 5a requires an additional scoping
step for certain large specific projects; and
WHEREAS, a scoping document was developed for the Monticello Industrial study area
per Minnesota Rules Chapter 4410.3610 Subp. 5a; and
WHEREAS, the scoping document was available for review and comment as part of the
AUAR process as described in Minnesota Rules, part 4410.3610 Subt. 5a. The 30-day comment
period began on August 5, 2025 and ended on September 4, 2025; and
WHEREAS, the comments received during the scoping AUAR comment period were
considered and will be incorporated into the AUAR document; and
WHEREAS, the City Council of Monticello deems an AUAR to be the most appropriate
form of environmental review for the study area.
NOW, THEREFORE, BE IT RESOLVED, the City of Monticello orders the preparation of an
Alternative Urban Areawide Review for the proposed Monticello Industrial study area.
ADOPTED this 131h day of October, 2025 by the City Council of the City of Monticello,
Minnesota.
