Together, the City Council, commissions, staff and community partners are building a Monticello that’s greater than the sum of its parts. Each project, improvement, and collaboration is a piece of something bigger. It’s an effort to shape a community where opportunity meets preparation and progress enhances the best things about our community.
Nowhere is this more evident than in our Downtown. After years of planning and construction, we’re seeing the final details come together, reflecting the vision of a vibrant, active area. This includes the opening of the new playground at West Bridge Park, made possible thanks to the Monticello Lions Club and revenue from our local DMV.
Across the city, momentum continues. New housing developments mean new neighbors and families choosing to call Monticello home. They’re drawn here by our small-town atmosphere, community events, and, of course,
Mayor’s Message our parks. With the local option sales tax passed, we’re carefully planning the next improvements at the City’s Bertram Chain of Lakes Regional Athletic Park, including pickleball courts, to enhance one of our community’s greatest assets.
Monticello’s business community is growing too. The new Fairfield Inn Hotel and Boulder Tap House expands local options for dining, lodging, and events. These new spaces make it easier to host meetings, welcome guests, and create memorable moments right here in the home we love.
With this growth comes the necessary work to support it. Whether it’s local street projects or regional efforts like the I-94 Gap Project, we understand the short-term disruptions are part of a long-term commitment to safety and future readiness. I appreciate your patience during these projects

Fallon Avenue Predesign
Predesign for Fallon Avenue, a comprehensive reconstruction project, is now underway. The project will upgrade the roadway and extend utilities at the same time.

The City is working to improve the community’s drinking water through the construction of a Water Treatment Plant.
Our public water supply meets all state and federal regulations, but water from Monticello’s five wells has concentrations of manganese that are higher than the levels recommended by the MN Department of Health (MDH). Manganese occurs naturally in rocks and soil across Minnesota and is often found in ground and surface water. Your body needs some manganese to stay healthy, but too much can be harmful.
Manganese is monitored as an unregulated contaminant due to emerging research showing exposure to high concentrations can have health impacts on the public. MDH has been a leader in this research and set recommended health guidelines for how much adults, children, and infants should be exposed to. In addition, regulating agencies like the Environmental Protection Agency (EPA) continually collect samples and analyze data to determine if regulations will be needed in the future.
Based on the growing understanding of manganese, Monticello is taking proactive steps to ensure our community has high-quality drinking

water. Initially, the well with the highest levels of manganese was taken offline. Then the City completed a feasibility study to determine the most effective way to treat Monticello’s drinking water. This study recommended the construction of a convention gravity filtration system water-treatment plant.
The facility will be constructed on an existing city-owned site on Chelsea Road. The final design of the Water Treatment Plant is expected to be completed in 2025, with construction anticipated between 2026-2028.
To help fund construction of the new plant, the City received $11 million from the state bonding bill in 2023. The bonding allocations resulted in Monticello’s eligibility for a low-interest loan from the MN Public Facilities Authority. While this funding is essential, the City continues to seek additional funding support to limit the impact on local water rates as much as possible.
Providing safe drinking water to the public is one of our fundamental responsibilities to the public, and we’re committed to enhancing this service so you can feel confident every time you turn on the tap.

Water Treatment Plant Reducing Manganese in Your Home’s Water
Constructing a water treatment plant is a long-term project for our community. If you’d like to take action now to reduce manganese levels in your drinking water, there are a few effective treatment options you can use at home:
• Carbon filters
• Distilled water or a home distillation system
• Reverse osmosis systems
• Water filtration systems
• Water softeners
Each option works a little differently, but all can help reduce manganese levels. We encourage you to explore these options to find the system that works best for you and your home.

School Boulevard Roundabouts
Spring/Summer 2025
Starting in May, the School Boulevard Improvement Project will replace the all-way stops at Cedar Street and Edmonson Avenue with single-lane roundabouts to improve safety and traffic flow. The project also includes repaving School Boulevard from Highway 25 to Country Lane and adding a 10-foot-wide trail along the south side between Edmonson Avenue and Country Lane.
Access to businesses on Cedar Street will remain open throughout the project. We encourage the continued support of the impacted local businesses during this time.

Highway 25 Area PEL Alternatives Analysis Complete
Over the past year and a half, Wright and Sherburne Counties partnered with area communities and state agencies to conduct a Planning and Environmental Linkages (PEL) Study. The study used public and agency input and data analysis to consider transportation alternatives to address capacity, access, mobility, and safety issues in the Highway 25 area between I-94 and Highway 10.
An upcoming final PEL Study Report will summarize the overall process, input collected, and recommendations. The next phase of work will be to complete a Tier 1 Environmental Impact Statement (EIS) to more thoroughly review, analyze, and gather public and agency input on the transportation alternatives.

It’s that time of year! Construction season is in full swing. We know navigating Monticello and the surrounding area might take a little extra patience this season, but we’re all in this together.
Help keep yourself and others safe by slowing down, watching for crews and equipment, following posted traffic signs, and planning ahead. Giving yourself a few extra minutes to travel helps keep our community moving safely.

I-94 Gap Project
MnDOT is expanding I-94 to six lanes—three in each direction—to close the gap between Albertville and Monticello. This project will expand a critical stretch of I-94, to improve traffic flow, safety, and long-term durability.
All six lanes are expected to open by late fall 2026. This year, construction will focus on the westbound lanes, from April through November. In 2026, work will shift to the eastbound lanes.

City Compost Site
Located on West River Street, the compost site is open April 1 - November 30, 7 days a week, from 7 a.m. - 8 p.m. Residents may drop off leaves or grass clippings only.
An access card is needed to enter the facility. The city issues 1 access card per property address within the City. For more information or to request an access card, visit MonticelloMN.gov/336.
Leaf Pickup Day
Leaf Pickup Day is a free service for city residents offered once in the spring and fall each year. Only leaves and grass clippings are accepted. Place compostable (ASTM D6400) or paper bags at the curb by 7 a.m. on pickup day. Regular bags will not be collected. Miss spring? Stay tuned for the fall pickup date!

Watering Restrictions
From June 1–September 30, odd/even watering rules help conserve water. Homes with odd-numbered addresses may water on odd days; even-numbered on even days. This is based on the last digit of your house number. New plantings may qualify for a 30-day exemption permit. Permits are required for new sprinkler systems.

An illicit discharge is when something is improperly put into the storm sewer system. The storm sewer is designed for stormwater runoff, snow melt, surface run off, and drainage. Nothing else should go down the storm sewer unless permitted by the Minnesota Pollution Control Agency (MPCA).
Examples of illicit discharge:
• Sanitary wastewater (sewage) and septic tank waste
• Car wash, laundry, and industrial wastewaters
• Auto and household toxics, such as motor oil and pesticides
• Spills on roadways and other accidents
• Landscape waste
Why is it a problem?
Illicit discharges allow pollutants to enter lakes and streams, causing public health concerns, unpleasant odors/color, and harm to aquatic and animal life.
What can I do to help?
• Never dump anything down

• Take your car to the car wash rather than washing it on your driveway.
• Check your car for fluid leaks, and recycle used motor oil.
• Pick up pet waste.
• Maintain your septic system (if you have one) by having it inspected and pumped out regularly.
• Dechlorinate your pool prior to draining.
• Do not dump anything in or near the edge of stormwater retention ponds.

With warmer weather comes more door-to-door activity. Whether it’s someone selling goods or offering services, it’s important to know what’s required of peddlers and solicitors in Monticello.
Who Needs a License or Registration?
All peddlers and solicitors must obtain a license or register with the City of Monticello. You can find a list of currently approved individuals on our website: monticellomn.gov/659.
Some activities are exempt from licensing/registration requirements, including: farmers or gardeners selling their own produce grown within the city (as long as it complies with city ordinances); people exercising constitutional rights (unless primarily commercial); daily newspaper sales; wholesale sellers to retailers; and businesses delivering previously purchased items.
Here’s What You Should Know
You are never required to engage with a peddler or solicitor. You can prohibit them from your property by posting a “No Soliciting” sign. If someone does approach you, you can ask to see their City-issued license or certificate. If they refuse or don’t have one, contact the Wright County Sheriff’s Office at 763-682-1162.
Peddlers and solicitors cannot intimidate, threaten, or refuse to leave if asked. If you have any concerns or complaints about a peddler or solicitor, please call the Wright County Sheriff’s Office as soon as possible.

Before you buy your chicks or build a coop, you’ll need to fill out a Keeping of Fowl application and submit it to the City Clerk at City Hall. There’s a $50 application fee, and the permit is renewable each year for $25.
• You can keep up to six hens. Roosters are not allowed.
• You’ll need written consent from all adjoining properties (those who share a property line with you). This is required for the initial application and may be required again if 50% or more of adjoining properties have changed owners.
• A site inspection will be completed by the City’s Animal Control Officer.
• Coops, pens, structures or yards where fowl are kept must be in clean and sanitary condition.
• Chickens must always stay on the licensed property.

We all love our pets, but cleaning up after them is more than just polite—it’s important for our health and environment.
Pet waste carries harmful bacteria and nutrients that can be a risk to people and other pets. When not picked up, rain can wash waste into storm drains, ditches, ponds, wetlands, and even the Mississippi River. This pollution harms fish and other wildlife and can lead to excessive weed and algae growth during the summer.
Doing your part is easy:
• Always pick up pet waste from your lawn, sidewalk, street, or while out on a walk.
• Never dump pet waste into storm drains, ditches, or compost piles.
• Don’t rinse pet areas, like kennels, onto the ground.
• Bag it and toss it in your covered trash bin.
According to city ordinance, your yard should have no more than six piles of pet waste at any given time. Waste must be disposed of properly on your property in a sanitary way.

Let it Grow: No Mow May Returns
Monticello is participating in No Mow May, a pollinator-friendly initiative that encourages residents to pause lawn mowing for the month of May. City Council approved a temporary suspension of grass height enforcement through May 31 (weed violations will still be enforced).
Allowing grass to grow provides essential early-season habitat for pollinators, which are vital to our food systems and natural ecosystems. Participation is voluntary. Residents can also support pollinators by planting native flowers and avoiding pesticides.
City crews will continue mowing in key areas like around rental structures, in the parks, and around City buildings for safety and accessibility. Regular enforcement resumes Thursday, June 1, when grass may not be over 8 inches tall. Learn more at MonticelloMN.gov/348.
Game On for Building Safety Month: Meet the Department
May is Building Safety Month, and this year’s theme is Game On! It’s a fun reminder that building safety is important in places where you live, work, learn and play. Each week highlights a different area where building safety impacts our daily lives.
Monticello’s Department of Building Safety and Code Enforcement is always in the game, working behind the scenes to help keep our spaces safe, sound, and up to code.
More Than Just Inspections
The department does so much more than permit checks and inspections. The team helps residents and contractors understand the “why” behind the building code, guides them through the process, and ensures rental properties meet important safety standards. Their knowledge, expertise, and dedication make our homes and neighborhoods safer.

Our building safety professionals complete ongoing training to stay up-to-date with current codes, standards, and licensing. This helps them support code compliance, review project plans, and make sure everything from a home to a large industrial building is built to last—and built to protect.
What You Can Do at Home
Building safety is a team effort, and that includes homeowners! Here are a few simple things you can do to keep your space safe:
• Test your smoke and carbon monoxide detectors to make sure they’re working properly and not expired.
• Avoid overloading outlets or using appliances with frayed cords.
• Check your house numbers from the street. Can emergency responders see them clearly?
• Keep grills away from siding, railings, and eaves. Grills are not allowed on apartment balconies.
• Clean your dryer vent and fresh air intake vents to avoid blockages and fire risks.
• Swap out furnace and A/C filters regularly, and make sure your outdoor unit is free of leaves, pollen, or debris.

Connecting Communities: Your Road Home
Most days, you probably back out of your driveway and head to your destination without giving much thought to the road beneath your tires. But the good news is we’ve been thinking about it for you, long before it was even built.
Designing your local street starts with looking at the bigger picture. City planners and engineers carefully consider how each street serves your neighborhood and connects to the broader community. It’s about more than one road. It’s about building a network that supports safe, efficient travel for everyone.
Your local street doesn’t just lead you safely home. It also serves many other important purposes, like routes for sidewalks and pathways, giving people the option to walk or bike safely alongside traffic. For many, these paths are more than recreation, they’re an alternative way to get to work, school, or nearby amenities.
Building on Our Character: Fresh Looks Downtown
These corridors, known as the public “right of way,” also make room for essential utilities like water, sewer, gas, and fiber. They keep our community running above and below the surface.
You might notice signs at the end of some cul-de-sacs noting a “Future Thru Street.” These are planned future extensions to neighborhoods that haven’t been built yet.

One of our key priorities is encouraging small and medium-scale investments that enhance the heart of our city. We want to support the incredible businesses that already call Downtown home while creating a vibrant, welcoming space that draws people in.
In the summer of 2018, the Monticello Economic Development Authority (EDA) launched the Downtown Façade Forgivable Loan Program to encourage
additional investment in retail and commercial properties near Broadway and Walnut. The goal of the program is to support business and property owners in enhancing their storefronts and investing in the look and feel of Downtown.
As a bonus, the loan is fully forgiven after three years of ownership. It’s a win-win for businesses looking to make improvements while committing to the long-term success of our community.
Since launching, the program has
helped four businesses bring new life to their buildings, with more expressing interest. The EDA continues to work closely with businesses, offering support and assistance as they make their mark on Downtown’s future.
As part of the improvements, participating businesses also receive a historical sign that tells the story of the building. It’s a small touch with big impact—reminding all of us of Downtown’s rich history and its ongoing evolution.

The City of Monticello is actively working on the next phase of recreation at the Bertram Chain of Lakes Regional Athletic Park.
Bertram Chain of Lakes Regional Park is co-owned by the City of Monticello and Wright County, and each organization has specific responsibilities within the park. The City of Monticello is responsible for the development, operations and maintenance of the Athletic Park. The City of Monticello adopted a master plan for the Athletic Park in 2016 to guide phased development over time.
In November 2024, residents voted to pass a Local Option Sales Tax to fund the Athletic Park’s improvements. The local sales tax took effect April 1, 2025. The City continues to seek additional funding, such as grants, to maximize the sales tax revenue.
A major part of this new planning phase includes updating the original 2016 feasibility report. The revised report will guide a phased development strategy that addresses the community’s evolving recreational needs. The plan will prioritize core infrastructure and amenities, allowing for thoughtful, incremental growth

Adopt-a-Park Program
Monticello residents, schools, clubs, and organizations are invited to help care for our local parks.
The Adopt-a-Park program is a great way to give back to the community. Volunteers visit their adopted park regularly to pick up litter and complete simple tasks that help keep the space clean and welcoming.
Volunteers aren’t responsible for mowing, trimming, or major maintenance, but your efforts still make a big impact! By pitching in, you help keep our parks looking their best and give our Parks Department staff more time to focus on large-scale projects and improvements.

The Monticello Parks, Arts, and Recreation Commission is currently reviewing design renderings for a new eight-court pickleball facility. This is an exciting addition to the park, further blending active and passive recreation at Bertram, and meeting the growing demand for the sport in our community.
The City Council authorized the design firm, WSB, to prepare plans and specifications for the pickleball improvements. WSB previously worked on the park’s feasibility report, master plan, and subsequent improvements. The new courts will complement existing park features and future development.
Plans for the pickleball courts are expected to be finalized in 2025, with construction anticipated in 2026.

Downtown is woven into the past, present, and future of Monticello.
It’s where our community took shape along the river, has long been a bustling hub of commercial activity, and brings together the features that represent Monticello’s character.
Just over 10 years ago, city leaders and stakeholders committed to imagining the future of Downtown. They were seeking ways to celebrate and strengthen the area to ensure an ongoing vibrancy, honoring the legacy of how it has fit into our community since our earliest days.
The goals for the future of Downtown
were captured in the Downtown Small Area Plan, adopted in 2017. The plan outlined a vision that reinforced our connection to the river, protected Broadway as our historic main street, supported existing businesses while investing in renewed spaces to complement them, and encouraged an area filled with activity for all people, all year.
We’ve been following the plan since its adoption, initially focusing on small and medium-scale improvements. Then, in 2023, we initiated a long-anticipated larger project that included infrastructure, safety, and streetscape improvements. As the public project
progressed, we saw private businesses investing in their spaces, some with key support from the Monticello EDA.
All of these investments have come together to reinvigorate the area, creating something that retains the imprint of our history with existing new spaces for the public to enjoy.
Because, ultimately, it’s the people who make Downtown come alive. We hope everyone will take time to experience how the hard work and commitment of so many Monticello leaders and community members have come together to create an area that is inviting, fun, and uniquely Monticello.

Grilling season is here—make sure safety is part of the recipe!
• Always grill outside, away from buildings, overhangs, low-hanging branches and other flammable material.
• Keep children and pets at least 3 feet from the grill. Designate a “no-go” zone to prevent burns and accidents.

Ready to Respond Monticello Fire Department
We’re proud to share that the Monticello Fire Department is currently fully staffed with 30 dedicated and highly trained firefighters, all operating at full capacity with no one in a probationary status. That means the crew is ready and able to respond to emergencies with experience, efficiency, and teamwork.
This spring has been a busy one! Our firefighters have been hard at work training to keep their skills sharp. They’ve completed emergency medical and trauma care sessions, practiced oxygen management exercises, and participated in three live controlled burns to boost our wildland firefighting skills. Coming up, we’ll be shifting our focus to hands-on drills like pump operations, hose pulls, and more that help us move faster and work smarter on scene.
We’re also excited to roll out a new piece of equipment! We recently added a side-by-side off-road vehicle to our fleet. It’s fully equipped with a pump, water tank, and a stokes basket carrier. This new tool gives us better access to tough terrain, which means we can respond faster and more safely to wildland fires and rescues in hard-to-reach places.

Garbage & Recycling Change
On March 31, 2025, the City Council awarded a new 10-year contract for residential refuse and recycling collection to LRS, effective June 1, 2025.
The City’s current contract with Waste Management was set to automatically renew after May 31, 2025. To ensure residents receive the best value for refuse and recycling services, the City initiated a competitive request-for-proposal (RFP) process, evaluating service providers based on pricing and service offerings. LRS presented a long-term option that offers greater stability against future price increases, along with competitive rates and a transition plan.
City residents will continue to receive two free leaf pickup days per year, as well as on-demand bulky item pickup services at the resident’s expense. LRS will provide a dedicated phone number for customer service.
Your collection schedule may change. Please watch for more information through mail and online for an updated schedule. LRS will deliver new carts starting the week of May 19 and throughout the month. LRS will provide all residents with 95-gallon carts. Residents may request a smaller cart size through LRS in the weeks following the transition. There is no change to your refuse rate if you select a smaller size.
Waste Management will continue garbage and recycling pickup through May 31, 2025. As a reminder, Memorial Day on Monday, May 26, will delay pickup by one day for the remainder of the week. Waste Management will collect their carts after your last pickup. Please leave your Waste Management carts near the curb.
Updates regarding the transition will be shared via mail, utility bills, e-news, social media, and the City website (MonticelloMN.gov/226).

• LRS carts will be delivered before the transition, starting on the week of May 19 and throughout the month.
• Waste Management will continue service through May 31, 2025. Waste Management will collect cans on the last week of pickup.
• Your collection schedule may change. New schedules will be provided by LRS & the City of Monticello as the transition approaches.

• The current 2025 refuse and recycling rates will not change with the transition on June 1.
