City Council Minutes 01-26-2026 SpecialMINUTES MONTICELLO CITY COUNCIL SPECIAL MEETING Monday, January 26, 2026 — 5:00 p.m. Monticello Community Center Present: Lloyd Hilgart, Charlotte Gabler, Kip Christianson, and Tracy Hinz Absent: Lee Martie Staff: Rachel Leonard, Sarah Rathlisberger, Angela Schumann, Matt Leonard, and Tom Pawelk Others: Ursinio Puge (AE2S), Andrew Cooper (Oertel Architects), and Sherri Leaonard (Rice Lake) 1. Call to Order Mayor Lloyd Hilgart called the special meeting to order at 5:00 p.m. 2. Water Treatment Plant Project Update Ursinio Puga, Project Manager from AE2S, gave a presentation and overview of the Water Treatment Plant size and layout nearing 90% completion. This included information on the design update and schedule. The City is advancing the design of a new Water Treatment Plant (WTP) to support current and future water demands. The facility is designed for 8 MGD total capacity, with the ability to expand to 16 MGD in the future. Firm capacity will be 6 MGD, expandable to 14 MGD. Mr. Puga provided an overview of the facility layout and major building components. He also presented aesthetic rendering with design options and explained the treatment process. Public Works Director, Matt Leonard, noted staff and the project architects were looking for direction on three items — the high service pump room window design, the south elevation windows and the north elevation panels. There was consensus with option 1 for the window design of the high service pump room and option B for the south elevation. It was unclear on the choice for the north elevation panels. Andrew Cooper commented on the project timeline and cost estimate. City Council approval of final plans are expected in May 2026. The estimated total project cost is $45 million. 3.
