Discussion Items: 1. Introductions were made and the 60% plan sets were made available to the attendees. The plans are preliminary and will be updated. The plans are being reviewed by Mn/DOT, Wright County and Monticello at this time. The distribution list is attached to the end of these minutes. 2. The construction of CSAH 18 and CSAH 39 is in two projects. CSAH 18 from School Boulevard to Meadow Oak Avenue and CSAH 39, including the CSAH 75 intersection, will be let with the Meadow Oak Avenue construction project. The remaining portion of CSAH 18 and the interchange is in the interchange project. 4. The water main in parallel to CSAH 18 will be relocated to the east of the new bridge footprint and the existing 12" line will be replaced with a 24" line. The preliminary relocation plans are contained in the 60% plan set distributed today. The existing water main east of CSAH 18 and north of Meadow Oak Avenue will be removed. The remaining existing water main will remain in place. KA01546-09\Admin\Meeting\MM 050322 Utility.doc CSAH 181194 Interchange Monticello, MN Page 3 Following the meeting, the City has requested that the water main be relocated to the east of CSAH 18 between NB CSAH 18 Station 181 and 186. 5. The storm sewer trunk is generally located under the east curb line of CSAH 18. Pond information and storm sewer plans and tabs are in the 60% plan set. The ponds between Meadow Oak Avenue and the east bound entrance ramp will be constructed prior to the start of the Meadow Oak project. 6. Sanitary sewer will be installed to service the area east of CSAH 18 and north of Meadow Oak Avenue. Contact Shibani Bisson for specific details. 7. The existing gas main east of CSAH 18 will be removed. The new service will be located in the Meadow Oak Avenue right-of-way and up to Chelsea Road connecting to the existing service on the west side of CSAH 18. The City is working with the Centerpoint Energy regarding the existing utility easement. 8. Three signals will be installed on CSAH 18 and one signal will be installed at Highland Way and CSAH 75. The preliminary signal plans for the signals at CSAH 18/Chelsea Road and CSAH 18/7th Street are in the 60% plan set. The signal at CSAH 18/CSAH 75 will be in the Meadow Oak Project plan set which will be available after April 11. The signal at CSAH 75/Highland Way will be in the 7th Street/Highland Way Project Plan set. Contact Shibani Bisson for information on this signal. 9. The sanitary sewer trunk construction project west of the interchange is being designed by Kevin Kawlewski. The sewer is deep and will run along the west side of the "Ryan Development" parcel under I-94, along the I-94 south right-of-way line toward Fallon Avenue and then down to Chelsea Road. The work north of I-94 will be completed first. The trunk line project will be let on May 20, 2005. John Simola is reviewing the plans and the utilities can obtain a set of plans from John following this meeting. 10. Each utility is required to obtain permits from Monticello, Wright County and Mn/DOT for their work. 11. It is anticipated that the concrete plant will remain in operation until the end of November 2005 and the plant will be accessed with the existing north driveway on CSAH 18. The negotiations with the owners are ongoing. 12. The existing bituminous path west of CSAH 18 will be reconstructed between the existing pedestrian bridge and CSAH 75. The path will be reconstructed rather than patched to accommodate the new grades and change in access on CSAH 18. The new path will be located 10 feet behind the face of the curb and is shown in the 60% plan set. The easement for the new path is 21 feet behind the face of curb line and overlaps with the utility easement. 13. Xcel Energy would like to have conduit installed under CSAH 18. Deb Cofield will submit plans to Nancy Hanzlik for incorporation in the plans set. Permitting and construction costs will be coordinated by Xcel with the agencies. 14. Xcel Energy would like to leave the existing poles in place until the grading has been completed. It is anticipated that the final grades will be established in mid July 2005. Deb will review the plans and determine if the poles must be raised to accommodate the grade change along CSAH 18. The poles located at the intersections will be relocated to facilitate construction. 15. It is anticipated that existing school district owned fiber optic cable will remain in place. 16. Each utility owner should review the plans and contact Nancy Hanzlik with any concerns or specific requirement that will need to be included in the construction documents. 17. Storm/sanitary sewer and water main will be jacked under I-94 and CSAH 75. See the 60% plan set for additional information. 18. Mass site grading for road construction on the "Ryan Development" parcel will be completed by the developer by July 11, 2005. It is anticipated that the parcel will be accessed from CSAH 75 during construction. The Dahlheimer Distribution facility will be demolished by October 1, 2005. 19. Telephone pedestal in northwest corner of CSAH 18 and Chelsea Road will be relocated to the SW corner. Fiber optic line east of CSAH 18 and in the I-94 right-of-way will be relocated. Service provided by the copper line on the west side of CSAH 18 must be maintained. The owner will contact Nancy Hanzlik after review of the 60% plan set. 20. It is anticipated that the force main will be about 8 feet deep. The final alignment is anticipated to be along the east side of CSAH 39 and on the north side of CSAH 75. A portion of the main along CSAH 39 and CSAH 75 will be constructed with the Meadow Oak project. The remaining work will be let under a separate contract. The plans are being developed by Kevin Kawlewski. It is anticipated that CSAH 75 will remain open during construction of the force main. 21. MMC representative is concerned about maintaining access to existing gas station during construction. Richard Williamson will contact Kevin Kawlewski regarding the staging for the force main'construction project. 22. No utility easement has been brought to the owner's attention for the MMC development parcel. Nancy will follow up with right of way information. 23. The pedestrian bridge will be closed during the construction of the interchange. 24. Chad Hausmann reviewed the Mn/DOT utility relocation permit requirements. Because this project impacts an interstate, utilities may be eligible for reimbursement for relocation from Mn/DOT. A utility agreement will be required for reimbursement. Mn/DOT will meet with Xcel Energy and the telephone companies currently located on the existing bridge to discuss eligibility. 25. TDS will be rerouting service during construction around the existing conduits on the bridge. TDS will apply for the Mn/DOT and county permits required for the installation of the conduits on the new structure. TDS will provide plans to Nancy for inclusion in the bridge plan set. 26. All utilities that would like to have a conduit installed on the new structure must coordinate the permits with Mn/DOT and Wright County and provide plan information to Nancy Hanzlik. 27. Monticello is applying for access permits with Wright County for Meadow Oak Ave, 7th Street on CSAH 18. Mn/DOT is applying for access permits for the new ramps on CSAH 18. 28. Xcel Energy will discuss the relocation of the poles in the SE corner of CSAH 18 and CSAH 75 with Ryan Developers and WSB. The right of way shown on the 60% plans is for the roads only. The plat for the parcel is by others. 29. There are three billboards on the AVR parcels. One billboard will remain in place and two billboards will be relocated. The negotiations with the owners are ongoing. 30. The ponds west of CSAH 18 within Mn/DOT right-of-way will be owned by Mn/DOT. The pond south of CSAH 75 and south of the ramp on the east side of 18 will be owned by Monticello. The pond immediately north of Meadow Oak Avenue and east of CSAH 18 will be in a City Storm water utility easement. 31. It is not anticipated to have public streets within the parcel between Meadow Oak Avenue and the ramp at this time. 32. The City has not acquired any right-of-way as of today. Owner permission will have to be obtained if the area is to be staked.
