RESOLUTION NO. 2026-16
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR THE 2026 BERTRAM CHAIN OF LAKES REGIONAL ATHLETIC PARK
PHASE III IMPROVEMNTS PROJECT
WHEREAS, pursuant to approval by the City Council on March 9, 2026, WSB has
prepared plans and specifications for the Bertram Chain of Lakes Rgional Athletic Park
which include the following improvement:
• 8 dedicated Pickleball Courts. 30'x64' court size overall. Courts oriented North -South
• Bituminous surface with acrylic color coating and white lines — colored to match
Monticello logo colors.
• Durable outdoor net system
• Black color coated perimeter (10' ht.) and divider fencing (4' ht.)
• Windscreens on perimeter fencing, safety cap on divider fences
• Trail connections to parking and rest of park
• Accessible parking area, Parking Lot Alternate Bid
• Tree plantings/natives
• Stormwater
• Shade Structures
WHEREAS, the City Parks, Arts & Recreation Director has presented such plans and
specifications to the Council for approval;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MONTICELLO:
1. Such plans and specifications, a copy of which is on file in the office of the City Clerk,
are hereby approved.
2. The designated authority shall prepare and cause to be inserted in the official paper
and in a recognized industry trade journal an advertisement for bid upon the making of
such improvement under such approved plans and specifications. The advertisement
shall be published no less than three weeks before the last day for submission of bids,
once in the City's legal publication and at least once in either a newspaper published in a
city of the first class or a trade paper. To be eligible as a trade paper, a publication shall
have all the qualifications of a legal newspaper except that, instead of the requirement
that it shall contain general and local news, such trade paper shall contain building and
construction news of interest to contractors in this state, among whom it shall have a
general circulation. Any bidder whose responsibility is questioned during consideration
of the bid will be given an opportunity to address the Council on the issue of
responsibility. No bids will be considered unless sealed and filed as set forth in the
instructions to bidders in compliance with the requirements of electronic bidding and
bid security.
