Attendees: Steve Grittman Monticello Tom Scott Monticello Dan Wilson Monticello Jeff O'Neill Monticello Bret Weiss WSB Nancy Hanzlik WSB Purpose: The purpose of this meeting was to discuss the relocation of the existing billboards and the status of the agreements for the CSAH 18 interchange proj ect. Discussion Items: 1. Tom Scott has a copy of the three billboard leases impacted by the CSAH 18 interchange project. Two billboards will have to be relocated and one can remain in place. All three current leases are with Lamar. The leases will expire in 2018 and generate revenue of $6500/year. 2. Nancy distributed an exhibit showing the location of the billboards, proposed contours and proposed roadway geometry. Nancy will update the exhibit to include the proposed right-of-way location and CSAH 18. The billboards will be accessed from CSAH 18 to avoid crossing the railroad. It is anticipated that the billboards can be relocated within the pond area between the interchange and the railroad. There will be a fence along the Mn/DOT right-of-way. Mn/DOT has proposed a lump sum fee payment to the City for billboard relocation. The CSAH 18 interchange project includes a pay item for removal of the foundations only. It is anticipated that the relocation of the billboards will be handled during the right- of-way negotiations. 4. The AVR site is actually in the township. If the land is not annexed, the MOA will determine the land use. The County/Local ordinances govern the relocation of the billboards. 5. The annexation issue is being reviewed further by city attorney. 6. Once the land is annexed into the City, Steve Grittman and Tom Scott will update the existing ordinance to accommodate the relocation of the billboards as required. Jeff will process the amendment of the ordinance through the City Council. 7. Dan Wilson will present the information to Lamar for negotiating the sign relocation. 8. Nancy will provide Dan Wilson and Tom Scott with a copy of the letter from Mn/DOT regarding their cost participation for the interchange project. 9. Nancy will mail Dan two large and two small size Proposed I-94/CSAH 18 Interchange and Other Improvement Exhibits. 10. Dan Wilson will confirm the effect of the relocation of the billboards with Mn/DOT's Right -of -Way 1 Certificate. 11. Tom Scott will call Jamie at Mn/DOT to get a copy of the draft right-of-way agreement with Mn/DOT. 12. The Meadow Oak Project which includes the work on CSAH 39 and on CSAH 18 south of Meadow Oak Avenue will be let in May 2005. It is anticipated that the plat will be filed this week. Following the meeting it was determined that the City Council must authorize the acquisition of the right-of-way by resolution prior to filing the plat. The resolution will be presented at the March 14 council meeting so that the plat can be filed next week. 13. Right -of -Way discussions have not started with property owners other than the ones with Developers Agreements. Tom Scott will be distributing the appraisal information today or tomorrow to the remaining property owners. 14. Riverview Square parcel — Jeff, Bret, Dan and Tom will attend the March 16 meeting at 1:00. 15. School Parcel — no action has been taken since the Chelsea Road assessment meeting. Jeff will organize the meeting with the school personnel and appropriate City representatives. 16. Church Parcel — Tom will complete the agreement by March 15. The church would like to raise the roadway but it is not possible to do so. 17. Liberty Bank Parcel — Tom will issue the easement for the bank to Dan. Dan will process the negotiations once the plat is filed. No assessment is anticipated for the interchange project since only a temporary easement is required. The bank will be assessed for the signal at Highland Way. 18. Liberty Park Parcel - Tom will issue the easement for the lot to Dan. Dan will process the negotiations once the plat is filed. There is an additional temporary easement required for the installation of the storm water outlet. The existing pipe is being replaced. The temporary easement impacts the Hawk Bar parcels. Nancy distributed an exhibit showing the temporary easement. Nancy will coordinate the staking of the area with Dan. Following the meeting, Nancy redistributed the parcel sketches and legal description showing the information in the O&E's for the parcels. It appears that the existing pipe was relocated outside of the existing recorded easement. Nancy mailed the O&E information to Dan and Tom. 20. Doug Weiszhaar and Bret Weiss will be meeting with Mn/DOT to review their cost participation in the project. Several items are a concern to the City and they should be dealt with as they arise. Mn/DOT funds will be dispersed July 1, 2006. The County is bonding their portion of the construction cost. These minutes were prepared and revised by Nancy Hanzlik.
