Purpose: The purpose of this meeting was to discuss the status of the CSAH 18
Interchange and the Meadow Oak Avenue Construction Projects Plans and
Schedules.
Discussion Items:
1. The Meadow Oak Avenue Construction project is being let Monticello May 20,
2005. All utilities received 95% plans. If additional information is required on this
project, please contact Nancy Hanzlik or Shibani Bisson of WSB.
2. The final plans for the CSAH 18 interchange are still being prepared. The plans
have not changed significantly from the last distributed set (60% Plans) with respect
to the impact to utilities.
3. The anticipated construction schedules for other projects in the vicinity of the
interchange are listed on the distributed agenda.
4. Updated signal and construction staging plans were distributed for the CSAH 18
Interchange and the Meadow Oak Avenue Construction Projects. There are two
signals in the CSAH 18 Interchange Project and one temporary and one permanent
signal in the Meadow Oak Avenue Construction Project.
5. Note: Utilities are required to obtain all necessary permits from appropriate
agencies (Mn/DOT, County, City, BNSF Railroad, etc.). Wright County will not
apply their permit charge.
6. The School District is not interested in having conduits located on the new CSAH 18
Bridge over I-94.
7. The developer for the land between Meadow Oak and I-94 is submitting documents
for City review and approval. No streets are being planned off Meadow Oak at this
time.
8. Deb Cofield requested that the signal plans be updated to show right-of-way. WSB
will send her a separate plot showing the ROW.
9. Utilities anticipating reimbursement for relocation from Mn/DOT because of the
State law must deal directly with Chad Hausmann of Mn/DOT. The Utility
Agreement will be between the State and the affected utility. Mn/DOT will not
allow the project to be let without executed agreements. If agreements are not
executed the letting for the interchange project will be delayed. Mn/DOT
requires relocation plan and cost estimate approval prior to utility agreement
generation. The process can take up to 12 weeks. Deb Cofield will have plans and
cost estimate to Chad Hausmann by the end of the week.
10. Ryan Suess will discuss directional boring of TDS as an alternative to hanging off
the new bridge. Ryan will submit relocation design and cost estimate directly to

Chad Hausmann for Mn/DOT utility agreement generation. Currently the new
bridge plans show the hangars on the west side of the structure and include a pay
item for TDS conduits on the bridge.
11. The Mn/DOT permits and the Mn/DOT agreements are separate documents that
must be executed separately by Mn/DOT. Utilities are responsible for submitting
all necessary permits and documents. Permits should be discussed with Mark
Rath and Agreements should be discussed with Stan Haugen, both of Mn/DOT.
Contact Chad Hausmann for additional information.
12. Charter anticipates going underground instead of hanging on Xcel Energy poles.
13. May 20 bid opening for the Meadow Oak Project is still on schedule. Construction
can begin as early as June 1 for the work on CSAH 18 south of Meadow Oak and on
CSAH 39 north of the railroad crossing (including intersection work). Note:
following this meeting it was determined that the construction start of the Meadow
Oak Project will be delayed until after June 15, 2005.
14. AVR plant will remain in service until November 2005.
15. July 12 letting for the CSAH 18 Interchange Project is still on schedule.
16. The developer's agreement for the land between I-94 and Meadow Oak Avenue was
approved at the April 25 Council Meeting. The agreement is to be executed by the
developer soon.
17. Chad encouraged Charter and TDS to joint trench in Mn/DOT right-of-way.
18. All utilities present intend to be relocated prior to June 1.
19. Charter is not impacted by the Meadow Oak Avenue construction project.
20. Xcel will reset poles when grading is within 6" of final grade. The cable providing
service to Resurrection Church will be replaced. Xcel has 3 phase cable on poles.
21. CSAH 39 and the intersection at CSAH 75 will be completed during the Meadow
Oak Avenue project (prior to September 1, 2005).
22. The BNSF grade crossing permit will be on the May 9 Council agenda for approval.
It is anticipated that BNSF will install the new crossing prior to the start of the
Meadow Oak Project. Deb Cofield will contact Nancy Hanzlik if additional
information is required by her regarding BNSF.
23. Deb Cofield will contact Chuck Rickart of WSB directly to discuss temporary and
permanent signal pole locations.
24. The City will be conducting public informational meetings for residents regarding
the project. The City is scheduling the meetings.
25. Wright County has received the gas and access permits for the project. Wright
County will contact John Simola to discuss the change in access at Highland Way
and Chelsea Road and determine if a permit will be submitted.
26. Wright County would prefer one application for affected utilities if j oint trenching in
County right-of-way.
27. The gas relocation permit has been submitted to the City and needs to be approved
by City staff.
28. Information on the forcemain project is available at City Hall since this project is out
to bid. Questions for this project should be directed to Kevin Kawlewski at WSB.
29. The goal of the project schedules is to have the Meadow Oak Project Contractor off -
site prior to the start of construction on the Interchange Project. There will be two
separate job trailers for each of the projects.
30. Mn/DOT will discuss moving the VMS farther back with Chuck Rickart of WSB.

31. Steve Guhanick of CenterPoint Energy distributed relocation plans at the meeting (3
sheets). The plans covered 7th Street, CSAH 18 and Meadow Oak Avenue areas.
