Purpose: The purpose of this meeting was to review the cost split for the Cooperative
Agreement between Mn/DOT and the City of Monticello for the CSAH 18 Interchange
Construction Project.
Discussion Items:
1. Mn/DOT's Cooperative agreement will be written between the City of Monticello
and Mn/DOT. The Monticello/Wright County agreement will be a separate
document.
2. Mn/DOT will provide long term maintenance of ponds 4, 6, 7 and 8.
3. Monticello will provide long term maintenance for ponds 5 and 9. The
Monticello/Wright County agreement should cover any long term County
maintenance agreements with the City.
4. Bob Nibbe of District 3 directed WSB to prepare the cost split for the storm sewer
pipes using the State Aid method. The State Aid cost split is 24.2% Mn/DOT, 30.0%
City and 45.8% County. Mn/DOT generally uses a project based cost split for
interstate construction where State Aid funds are not used. If the project based cost
split is used, Mn/DOT share is 22%. Since no State Aid funds are used for

construction, Maryanne would prefer to use the 22% project based cost split for the
agreement for the storm sewer pipe. WSB had originally used the project percentage
and revised the calculations at the request of Bob Nibbe. Chad is OK with either
22% or 24.2% for Mn/DOT's share. WSB prefers to have the split at 24.2% as
directed by the district. Chad will discuss the issue with Bob Nibbe and the
percentage will be agreed to at a future time.
5. The lighting, bridge and interstate cost split are acceptable as shown on the
spreadsheet.
6. The stationing for the agreement limits will be taken from the plan.
7. The signal interconnect cost split should be revised based on intersection legs for all
three signals. Mn/DOT has 2 of the 12 legs so the appropriate share is 1 /6. Nancy
will update the engineer's cost estimate spreadsheet and email the file to Todd.
8. Mn/DOT will provide the master controller and cabinets for the three signals. The
agreement will deduct the cost of the equipment from Mn/DOT's participation.
9. The city owned signal maintenance will be billed to the city by ESS, when
maintenance is performed
10. There will be separate utility agreements, and the Co -Op agreement will collect the
city's percentage of the cost for the utility agreements as line items and as a deduct
in the cost of the construction paid. Mn/DOT will pay for 36.5% of the private
utility relocation agreement cost. Chad and Stan of Mn/DOT are working with Xcel
Energy, Charter, TDS and AT&T to finalize the agreements. Monticello will have to
pay for the remaining cost. The agreements must be in place prior to awarding the
contract.
11. The Commissioner's Order for right-of-way transfer will be prepared at a future
time. Jamie Hukriede (Mn/DOT District 3) is working on the right-of-way
agreement and has sent a letter to Monticello requesting additional information.
Chad will provide Nancy with a copy of the letter from Jamie. Chad will confirm
when the right-of-way agreement must be in place (prior to advertisement or prior to
award).
12. Chuck Rickart of WSB will contact Todd regarding the feed point and source of
power for the signals.
13. WSB would like to request "approval for advertising for bid" at the August 22, 2005
Council meeting. Maryanne does not see a problem with this date so long as WSB
submits original plans to her this week for Tim Swanson's review.
14. Two items are outstanding for the agreement. They are the percentage for Mn/DOT
participation on storm drain and the confirmation of the signal information. Both
items should be resolved this week.
15. The project manual needs to have the Debarred Sheet updated, the signal feed point
location and the EEO information added. No additional submittal of the Project
Manual is required. Nancy will confirm specification revisions via email with
Maryanne once they are accomplished.

6. Negotiations are underway for the relocation of the AVR Concrete Plant. Potential
sites for relocation have been provided to the owner for consideration.
7. Developer Agreements for the two major property owners are being drafted by the
City Attorney.
8. Corridor and bridge aesthetic treatments are being prepared for PAC/TAC
consideration. The following items were briefly discussed:
• Overhead power lines between the trail and CSAH 18 will not be placed
underground with the CSAH 18 Interchange project. Preliminary cost estimate
from Xcel Energy to place the lines underground was up to $500,000 because of
the hospital feed.
• Lighting is required at the intersections (Chelsea Road, 7th Street and CSAH 75)
only for the CSAH 18 interchange project. No lighting is required on the bridge
or along CSAH 18 for safety. Mn/DOT, Wright County and WSB concur on the
lighting requirements.
• Decorative lighting for aesthetic purposes may be installed along the corridor or
on the bridge at the request and expense of the City. City PAC/TAC members
are interested in designing the bridge to accommodate lights. WSB will present
potential lighting alternatives with associated costs at the next PAC/TAC
meeting.

9. The I-94 entrance ramp at CSAH 75 will close when the CSAH 18 interchange is
opened. The FHWA will not permit two entrance ramps so closely spaced on 1-94
and the IAR approval will require the closing of the ramps at CSAH 75. In addition,
Mn/DOT cost participation is based on the relocation of the ramps from CSAH 75 to
CSAH 18.
10. The eleven sheets of Conceptual Staging for the interchange were distributed and
briefly discussed. The dates for Stage 2 — Phase 3 will be revised from July 1, 2006-
September 30, 2006 to July 1, 2006-August 31, 2006. The interchange must be open
to traffic on or before August 31, 2006. There will be ongoing construction after
August 31 to complete the site work. The eleven sheets will be included in the 30%
plan submittal for agency comment.
11. Construction of a temporary gravel parking lot adjacent to the existing ball field on
Meadow Oak Avenue was discussed. The lot is intended to provide additional
parking to reduce the pedestrian crossings on Meadow Oak Avenue while the detour
is in place. City staff will be discussing the details of the parking lot with the
landowner and WSB staff generating the construction documents for the Meadow
Oak Avenue Project.
12. PAC/TAC committee members concurred to revise the construction limits so that the
County/City funded portions of CSAH 18 and CSAH 39 will be constructed prior to
the start of the construction for the interchange project. Additional discussion points
included:
• Mn/DOT prevailing wage rates will not be required on the non-Mn/DOT funded
areas since no State Aid funds will be used if the projects are separated.
• Construction staging will be simplified for the interchange project if the detour
route is constructed prior to the start of construction.
• Constructing CSAH 39 and the intersection of CSAH 18/CSAH 75 under traffic
will be completed earlier in the construction season.
• The interchange project will install the medians in CSAH 18 south of Meadow
Oak Avenue after the detour is not in use.
13. The next PAC/TAC meeting will be on Wednesday, February 23, 2005, from 2:30-
4:00 p.m. at Monticello City Hall.
