Purpose: The purpose of this meeting was to discuss the coordination, schedule and staging
concepts for the following projects:
• planned commercial development in the NW quadrant of the CSAH 18/I-94
(Ryan parcel)
• construction of the new sanitary sewer trunk line west of CSAH 18
• 7t" Street/Highland Way Project
• CSAH 18/I-94 Interchange Project

2. The CSAH 18 interchange at I-94 will be open to traffic August 31, 2006. Dick Brooks
understands restoration may not be in place for the interchange project when it is
opened to traffic.
3. Nancy will contact Kelvin Howieson of Mn/DOT State Aid to determine if the
pedestrian bridge can be closed to pedestrians during construction.
4. The developer agreement for the Ryan Parcel will contain clauses to address time
delays (weather, steel availability, strikes, etc.) beyond the control of the City or
Contractor. The agreement will also contain the bonds, securities and grading permit
fees required for construction. The agreement will be executed around May 15, 2005 in
conjunction with closing on the AR site and their land closing.
5. Ryan Companies will have AET on site to certify backfill of sanitary sewer deep trench
during construction. Ryan to provide compaction testing requirements to WSB to
include in the specifications for the sanitary sewer construction. Monticello will have
Braun Intertech for their geotechnical firm. Trunk sanitary sewer construction schedule
will be coordinated between WSB and Ryan Companies.
6. The tie into existing pavement at the west end of the 71h Street project will be staged to
maintain access to the St. Benedict property. The Ryan Developer Agreement will
address the payment for and construction of the access drive to St. Benedict property.
The construction documents for the access drive will be completed by WSB and the
construction will be included in the 7th Street Project.
7. The design and construction of the sanitary sewer for the 71h Street project will be
completed by WSB. Ryan anticipates 2 tie-ins with drop structures to the trunk sanitary
sewer, but the City may require only one connection. The layout of the sanitary sewer
main will be reviewed by WSB when Ryan resubmits their plans.
8. Grading on the Ryan parcel will start as soon as the land is acquired and the permits are
in place. Existing 71h should not be used as the construction access point. Ryan will
complete the mass site grading for 7th Street and Highland Way. Building pads for
Home Depot and Target are to be completed by November 1, 2005.

9. It is intended to have the AVR Plant open for business until November 30, 2005 if
possible. Condemnation will be filed on the property early next week setting the public
purpose hearing for early April.
10. There is no watershed district or WMO governing the projects. However, other permits
will be required. The City of Monticello is the LGU for the projects.
11. Rough grading for the Ryan project will be coordinated by Brian. Ryan will have AET
on site for soil testing. Brian anticipates that the soil borings will be completed by AET
next week and AET has been instructed to copy Shibani and Braun Intertech on all
geotechnical information for the site.
12. The water main alignment through the Ryan parcel has been revised to have one public
line through the site. Steve will confirm the number of stubs and location with Shibani.
13. The connection of the 7"' Street water main to the relocated water main on the west side
of CSAH 18 needs to be coordinated as the design advances.
14. The existing overhead power lines will not be placed underground with the CSAH 18
Interchange Project. Nancy will schedule a utility company meeting and invite Steve
and Brian to attend.
15. The CSAH 18 approval schedule contains interim completion dates for plan submittals,
IAR, and EA. Brian will call Nancy to discuss dates.
16. Public hearings for the CSAH 18 interchange, 71h Street /Highland Way and the South
Frontage Road projects are set for February 14, 2005.
17. Shibani and Nancy will schedule the public information meeting for the South Frontage
Road construction and detour use with Jeff O'Neill.
18. Railroad agreements for the closing of Territorial Road crossing and 7th Street crossing
construction are underway. Anticipated construction for the crossings is summer 2005.
19. Railroad agreements for the CSAH 18 crossing are currently in the review process.
20. Interim ponding for storm water management will be required on the Ryan parcel. It
may be possible to temporarily outlet the Ryan parcel overland prior to the completion
of the storm water ponds included in the CSAH 18 project. Shibani and Ted will
review the information provided by Ryan Companies.
21. Ryan will grade St. Henry's Church pond.
22. The 71h Street project includes an 8' sidewalk and a 10' boulevard along 7th Street and
Highland Way. No landscaping or irrigation system is included in the City project.
The City will install sod only. Brian will coordinate the landscaping and irrigation

requirements with Bret. Brian would like to have sleeves installed for the irrigation
system. Ryan may install sidewalks in 2006.
23. Jeff O'Neill will review the hours of operation for construction and coordinate the
agreements for St. Benedict and other affected property owners. For Monticello,
normal construction hours are 7 AM to 7 PM Monday through Friday. Special
permission may be granted for 9 AM to 5 PM on Saturday.
24. Monticello will update their web site with project progress. Available public
information should include detour routes and timings, project status reports, etc.
25. CSAH 18 project will have a field office and lab on site. Project construction schedule
is established by the Contractor after bid. Either Brian or Steve will attend the weekly
construction meetings for the CSAH 18 interchange project.
26. Brian anticipates an excess of topsoil available from the Ryan site. Locations of waste
disposal sites include Outlot D, ponding area by St. Henry Church, Rivermill Park and
Weinand parcels. Ryan must confirm waste disposal sites and if mining of sand and
replacement with topsoil with WSB once volumes are estimated.
27. Building permit application schedule will be discussed between Bret, Jeff, Dick and
Fred at a separate meeting.
28. Monticello will be responsible for snow removal after street has been accepted by the
City. Snow removal during construction should be included in the developer's
agreement for the Ryan parcel.
29. Shibani will be acquiring Wright County access permits for Highland Way at CSAH
75. The access to CSAH 18 at South Frontage Road, Chelsea Road, 7th Street and
CSAH 75 is included in the Wright County, Mn/DOT and Monticello cooperative
agreement for the interchange project.
30. Ryan will be required to obtain grading and drainage permits from Mn/DOT if they will
be grading or temporarily draining onto Mn/DOT parcels.
31. Ryan Companies CPR meeting is Wednesday February 9 at 8:30 AM. The review
meeting is scheduled for Tuesday February 8 at 3:00 PM. The following information
will be presented at the meeting:
• Interim completion dates for the construction projects including, but not limited to:
CSAH 18 bridge completion, storm water management and pond construction, 7th
Street/Highland Way open to traffic and the sanitary sewer trunk construction
phasing.
• Approval process and dates for the construction documents.
• Start and end dates for construction of CSAH18 Interchange, 7th Street/Highland
Way, South Frontage Road and Ryan Development.

32. Liquidated damages and incentives for the CSAH 18 interchange project will be
discussed with Dick. It is anticipated that the City will not participate in the incentive
bonuses for construction at this time.
