Purpose: The purpose of this meeting was to discuss status of the Cost Split for
Cooperative Construction Agreement. It is a continuation of the meeting
conducted at District 3 on February 22.
Discussion Items:
1. Marilyn Remer is out of town. Chad discussed the private utility conduits on the
bridge with Stan.
• New conduits should be paid for by the Utility Owner based on the bid price.
Utilities will have to submit a design and permit application to Mn/DOT for
approval prior to construction.
• Utilities with existing conduits on the bridge will also need to provide a
design and permit application to Mn/DOT. The utilities with relocated
conduits may not have to pay for the conduits on the new structure.
2. Chad is not comfortable with the originally agreed to method for determining cost
participation percentages for earthwork. A discussion ensued resulting in an
agreement where WSB will generate earthwork for a two lane rural section using the

average end area method. Three sections will be located north and south of the
bridge (6 total) to capture the rural section. The sections should be selected to
represent the turn lanes within the project limits. Existing turn lanes are located at
CSAH 75, the Distribution Center, School Entrance and Chelsea Road. Mn/DOT
will participate in 36.5% of the rural two lane section earthwork
3. All other pay items should be calculated individually and Mn/DOT's participation
will be determined accordingly. For example Mn/DOT will pay for 36.5% of the 2
lane pavement width plus 4 turn lanes.
4. Signs are to be a prorata item.
5. Terry is not satisfied with the email provided by Nancy regarding the County cost
participation. Terry would like to see either the 36.5% Mn/DOT participation taken
before the 50150 split with the County or the City and County split 50/50 and then
Mn/DOT pays them each 18.25%. Doug indicated that this was never a part of the
original 3 way agency agreement and the County participation is based on the
$2,000,000 cap. Doug will set up a meeting with Mn/DOT and Wright County to
discuss the cooperative agreement.
6. The Cooperative Agreement will contain verbiage regarding the storm sewer trunk
line. To date WSB has used the volume method to determine the cost splits. WSB
will contact Bob Nibbe to discuss the hydraulic cost split calculations.

Purpose: The purpose of this meeting was to discuss status of the Cost Split for
Cooperative Construction Agreement Memo distributed February 2, 2005.
Discussion Items:
l . Mn/DOT concurred with the cost split calculation for the bridge pay items.
2. Mn/DOT concurred with the project limits for cost participation as described in the
calculations.
3. Mn/DOT would prefer to have a lump sum cost participation in the cooperative
agreement to simplify the tracking of pay items during construction. This will be
discussed at a future meeting with Doug Weiszhaar since the previous meeting on
December 23, 2004 did not include a lump sum payment for construction costs from
Mn/DOT.
4. Percentages for Prorata Items, (mobilization, field office, field lab, traffic control,
freeway and other signing not directly tied to an alignment, portable changeable
message sign) should be based on the percentage of agency participation on the total
project. WSB will revise the split on these items accordingly.

5. The relocation of the billboards is negotiated during the right-of-way process.
Mn/DOT prefers to offer a $25,000 lump sum for the relocation of the billboard in
the ramp area. There will not be a pay item for the access road since it is intended
that the access would be along the grass pond maintenance bench. The removal of
the foundations will remain in the cost estimate and Mn/DOT will pay for the
billboard foundations in the ramp area. This item will also be discussed with Doug
Weiszhaar at a future meeting since the cost may be on a lump sum basis.
6. Jamie is expediting the right-of-way agreement at the request of Tom Scott. The
right-of-way agreement may be used in the condemnation proceedings for the AVR
facility. The right-of-way cost participation is based on the ramp and pond
participation percentages.
7. WSB will contact Bob Nibbe to determine if the hydraulic cost participation should
be based on flow rate or volume. References in the calculations and associated map
should be made to generic parcel/area callouts rather than to actual parcel owners.
8. Chad will notify Nancy if the existing permanent changeable message sign located
just west of the pedestrian bridge has to be relocated.
9. The calculation and basic assumptions for the determination of earthwork
percentages was discussed as follows:
• Mn/DOT would like to have some type of guarantee that the excavated
material will be suitable for use as backfill material. WSB and Braun have
reviewed the soil borings and believe that the excess material will be suitable
for backfill material. The material excavated in the concrete wash -out area
may have to be processed on site. No guarantees can be made since soil is
always an unknown on a constriction project. This will be handled with a
special provision in the plans stating the requirements of the excavated
material for use as backfill.
• The previously agreed to method to generate the cost participation percentage
for earthwork was to use the area outside of the CSAH 18 alignments.
Mn/DOT no longer believes that this method represents accurate values for
percent participation calculation. They agreed to this method to simplify the
calculations only during preliminary design, not to be used in the final design
calculations. This was not stated at the earlier cost participation meeting on
December 23, 2004. Reasons for Mn/DOT's concern include: the 6 foot
berm behind the curb that would not be required for the 2-lane rural section
and the fact that the roadway is widened to the east side. Mn/DOT would
prefer to have WSB design a 2 lane rural section and compare the earthwork
volumes. This item will be discussed at the future meeting with Doug
Weiszhaar since the level of effort required to redesign the roadway as a two
lane rural section is not a minor one.
• WSB does not intend to include any excess topsoil pay item in the
construction document. Excess topsoil will be wasted in the inslopes.
• Excavated material volume is based on excavated volume and borrow is
based on compacted volume in the construction documents.
10. Terry would like to confirm the county cost participation percentage. Terry believes
that half of the 36.5% (Mn/DOT's participation) should go directly to the County.
Nancy will provide the information from the County stating that the County

participation is based on their current policy (up to 80% of the construction cost),
with a cap of $2,000,000.
11. In general, Mn/DOT would prefer to see a detailed Schedule I included in the
Cooperative Agreement with individual pay times cost participation percentages
broken down by roadway alignment. The percentage determined using the bid price
will be used as the lump sum payment from Mn/DOT on the project. WSB would
like to maintain the original agreement that included Mn/DOT's participation in
over -runs and under -runs that occur during construction. This will be discussed at a
future meeting with Doug Weiszhaar.
12. Handouts for the February 23 PAC/TAC meeting were discussed: WSB will not
distribute the Cost Participation Spreadsheet, Construction Cost Participation Layout
Exhibit or the Right -of -Way Cost Participation Exhibit at the meeting. WSB will
revise the Easement/Right-of-way/Ownership Transfer Exhibit to indicate
"Potential" rather than "Future" jurisdictional transfer. WSB will distribute the
Selected Construction Projects 2005-2006 and revised Easement/Right-of-
way/Ownership Transfer Exhibit only.
13. Dan Prather and Dave Hall will be in attendance at the PAC/TAC meeting to discuss
the bridge aesthetics.
14. District 3 staff is OK with installing the bullpen in the median of I-94 to protect the
traffic from the pedestrian and roadway bridge piers.
15. Chad will contact Marilyn Remer of Mn/DOT to discuss the installation of private
utilities on the bridge.
