Purpose: The purpose of this meeting was to discuss the staging concepts e-mailed to
agencies December 20, 2004 for the CSAH 18, I-94 Interchange Project with City staff
members.
Discussion Items:
1. WSB to revise Meadow Oak Lane to Meadow Oak Avenue in the staging write-up.
2. WSB to confirm the limits of the reconstruction of the storm sewer pipe north of
Hart Boulevard.
3. Large trucks have difficulty navigating the right turn from CSAH 25 to CSAH 75
shown on the Stage 1, Phase 2 (I-94 eastbound) detour plan.
Consider closing lanes on I-94 for bridge removal rather than detouring I-94 traffic
through town. Construct crossovers on I-94 median and run a single lane of traffic
for bridge removal.
4. City staff is concerned about using Meadow Oak Avenue as a detour for CSAH 18
when the bridge is not in place. The existing park does not have adequate parking;

pedestrians cross the street to access the ball field. Residents back out of their homes
onto Meadow Oak Avenue.
The extension of Meadow Oak Avenue to CSAH 18 is being constructed prior to the
letting of the interchange project. This was the detour route proposed during the
PAC/TAC meetings conducted during the preliminary planning for the project.
WSB understood that the City was okay with the detour route on Meadow Oak
Avenue as shown.
City staff would like to have a parking lot constructed for the ball field if possible to
minimize the pedestrian /parking concerns. The detour routes will be approved by
City, Mn/DOT, and County prior to construction. Cut -through traffic through Briar
Oaks and Oak Ridge may be an issue. City will be posting signs and paroling the
area during construction.
5. The right turn from CSAH 75 onto Meadow Oak Avenue may be difficult for trucks.
WSB will evaluate curb/median removal required to facilitate the detour route once
it is approved by the agencies.
6. The north shoulders on CSAH 75 are weak (only 2" of bit.). The lanes are narrow on
CSAH 75.
WSB will evaluate the pavement improvements required to facilitate the detour route
once it is approved by the agencies.
7. The reconstruction of CSAH 75 project did stop at the end of the island on the west
side of the intersection. Wright County has overlayed CSAH 75 east of CSAH 18.
City staff was not aware of any issues with the intersection of CSAH 18/CSAH 75
that warrant complete reconstruction. CSAH 18 northbound traffic does "jump"
after crossing the tracks. The reconstruction of the intersection is intended to
eliminate this problem. WSB will evaluate curb replacement/overlay rather than
complete reconstruction. WSB is considering overlaying the intersection under
traffic.
8. On previous construction projects, the City has posted advisory signs on I-94 stating
"County Road 75 under construction — expect delays or use County Road 25."
WSB will be submitting traffic control plans for agency consideration once the
staging concepts are agreed to.
9. City staff would like to consider closing the CSAH 75 exit on I-94 ramp for the six
week period of Stage 2 - Phase 1. The exit on CSAH 25 would remain in service.
This can be discussed at the multi -agency meeting on staging concept. It is unlikely
that Mn/DOT would agree to close the ramp.
10. City staff will not approve using Hart Boulevard between CSAH 39 and CSAH 75
west of CSAH 39 as a detour route. Trucks are not able to navigate the turns easily.

The road adjacent to O'Ryans is a private road and cannot be used as a detour
without the owner's permission.
The City may consider allowing Hart Boulevard east of 39 to be used as a detour if
the medians on CSAH 75 are modified to accommodate the traffic and constructing
the CSAH 39 under traffic proves to be impractical.
WSB will evaluate staging CSAH 39 under traffic (temporary pavement, temporary
easements, construction timeline, etc.) and discuss the time and cost impacts with
City staff.
11. The pedestrian bridge and trail west of CSAH 18 was constructed with ISTEA funds.
Fund requirements may prohibit the closing of the trail bridge during construction.
John Simola will review the fund restrictions and check with the Park Board
regarding closing the trail and bridge during construction and notify Nancy Hanzlik
of the results.
12. The watermain will be relocated behind the curb, most likely on the east side of
CSAH 18. The depth of the main will be designed to allow for maintenance access
to the lines. The pipe will probably be cased when it crosses the ramps, loops, and I-
94. The depth of the main will be coordinated with the pond excavation. WSB will
coordinate design with Matt T. and John Simola.
13. City staff will not approve the use of Fallon Avenue as a detour route for Stage 1 —
Phase 2/Stage 2 — Phase 2 and 3 — CSAH 18 detour. Fallon Avenue is narrow, in
poor condition, has a poor angle at Chelsea Road and goes past Little Mountain
Elementary School WSB will revise the plan to show School Boulevard between
CSAH 18 and CSAH 25 as the detour route for CSAH 18.
14. The following page contains the construction staging and traffic control notes
provided by City staff for considering during design.

Stage 1 — Phase 2 (I-94 Eastbound) Detour Plan
In place of running traffic through town on to Hwy 75: Due to the truck traffic coming
through, and with the turn at Hwy 25 & Hwy 75, an option would be to run traffic on to
Oakwood Drive down to Chelsea Road.
In the proposal, it could be stated as to how many nights they would have to remove the
bridge; thus running traffic on Meadow Oak Ave. in the least number of days.
(CSAH 18) Detour Plan: With CSAH 18 closed between School Blvd and Chelsea Road, the
traffic should be diverted to Hwy 2 5 on School Blvd. instead of going up Falcon Ave.
eliminating traffic going past the Elementary School.
Stage 2 — Phase 1 (CSAH 18) Detour Plan
Detour signing should state that the detour is to the left at the intersection of CSAH 39 and
Hart Blvd.
Traffic control should also be addressed at the intersection of Hwy 75 and Meadow Oak Ave.
Also during this Phase, the closing of the westbound off ramp of 94 should be considered
due to the amount of truck and vehicle traffic adding to the bypass on Meadow Oak Ave
going through the construction area at the same time.
Note: The detours go through two residential areas and should be monitored to keep the
amount of time in these areas to a minimum.
