Purpose: The purpose of this meeting was to kickoff the final design for the CSAH 18-
I 94 Interchange Project with TAC members.
Discussion Items:
1. 30% Plan submittal content will contain critical items including the alignments, soil
letter, construction staging concepts, bridge geometry, and foundation
recommendations.

3. Nancy will email updated parcel sketches to Dan Wilson. The sketch for the school
should be updated to not show the closing of the access on School Boulevard or the
private drive. Nancy will arrange a meeting with the school district for December 22
in the afternoon to discuss project impacts on school property with district staff.
4. The County Board authorized Wayne to have the surveyor review and sign the right-
of-way plat at the last County Board meeting.
5. Chad, Wayne and Virgil approved the delineation of Mn/DOT access control on the
plat. Mn/DOT right-of-way limit on Chelsea Road should terminate at the corners
just beyond the intersection since Mn/DOT is not letting the construction project.
6. Bridge and corridor aesthetics were discussed. WSB is working with Mn/DOT bridge
staff to develop preliminary bridge aesthetics for consideration. The bridge will be
designed for aesthetic level B.
• Mn/DOT now requires additional protection for piers located within the clear zone. The
pier for the new bridge will be designed to accommodate the required collision force.
The protection of the pier is under discussion. Currently the pier of the road and
adjacent pedestrian bridge is a single bull nose guardrail. Once the third lane is
constructed on I-94, a center median will be constructed and the guardrail will not be
required. WSB and Mn/DOT bridge office staff are developing concepts for the pier. A
conceptual sketch was distributed and discussed at the meeting. Chad will discuss the
pier protection (guardrail versus concrete barrier) with Mn/DOT District 3 maintenance
staff. WSB will confirm cost participation for the barrier and attenuators with Mn/DOT
and City staff.
• Mn/DOT has proposed a modified f-barrier bridge railing for the new bridge. Photos of
the railing were distributed at the meeting. Bret has asked Nancy to pursue other options
with Mn/DOT for consideration including adding railing on top of the barrier and
additional rustication options.
• Lighting will be installed on top of the signal poles at the signalized intersections. City,
County and Mn/DOT staff do not anticipate the installation of decorative lights on the
CSAH 18 corridor or bridge.
• Paint color on signals with lights will be discussed with John Simola. Mn/DOT and
Wright County do not have a color preference.
7. The 30% plans may be submitted before the upcoming Holidays. Mn/DOT will
determine if the 60% plan submittal will be required at a future date.
8. Two draft cost participation exhibits were distributed at the meeting — one for right-
of-way and the other for construction costs. The county participation for the signals
should be revised to reflect the Wright County cost participation policy. The cost
split should be: Mn/DOT — 25%, Wright County — 37.5%, Monticello — 37.5%. The
exhibits will be reviewed by TAC committee members prior to distribution at the
PAC meeting. TAC members should provide comments for the exhibits to Nancy
Hanzlik.
