Discussion Items:
1. All Monticello school buses go from the middle school on CSAH 75 across the
CSAH 18 Bridge over I-94 to the high school on School Boulevard. There are an
estimated 30 school buses (including handicapped) for the City. School buses run at
7: 30 a. m. and 2:30 p.m.
2. Eastview School will not serve as an elementary school in 2005 or 2006. The school
is open for early childhood and Headstart programs. Approximately 50 cars use the
lot on CSAH 18.
3. When the school does open for K-5 grades, all students will be bussed to school
since School Boulevard is so busy.
4. At the an earlier meeting with the School District staff, the intersection of CSAH 18
and School Boulevard was discussed. At the time, the intersection was to be
signalized and raised medians were going to be installed. The median on School

Boulevard would have extended beyond the entrance adjacent to the intersection.
Closing the access and allowing access from the current bus access to the front lot
was considered. A conceptual sketch of the private drive appears on the layout.
Analysis of traffic at CSAH 18 and School Boulevard indicates that no signal is
warranted at this intersection for this project. This information was not available at
the time of the previous meeting with School District staff. The construction limits
for this project will not extend beyond the intersection of School Boulevard and
CSAH 18. Therefore, closing the drive adjacent to CSAH 18 on School Boulevard
and constructing the private drive will not be included in this project.
The School District staff will evaluate alternative access and internal traffic patterns
to resolve the access location at a future date.
5. Required takings for the CSAH 18 interchange project include two small corner
takes of permanent right-of-way and a temporary construction easement between the
County right-of-way and the existing trail.
The electric power poles on CSAH 18 were relocated when the right turn lanes were
installed on CSAH 18. The intent was to relocate the poles on County right-of-way.
However, the poles were placed on school property.
During construction of the trail, the trail was relocated on school property based on
negotiations between the District and Elmer Onstad.
The School District, County and City staff agree to revise the County right-of-way
line location to include the existing trail into the road/utility easement for the County
on the plat being prepared by WSB. The recording of the plat will not cost the
school district at this time.
6. Assessments are being considered for both Chelsea Road and CSAH 18 road improvement
projects. Currently, WSB is determining assessment values for the CSAH 18 project. The
public hearing is scheduled for the first council meeting in February 2005. The City Council
will determine if assessments will be made to existing developments for the CSAH 18
project at the public hearing. Chelsea Road will be assessed to affected property owners in
accordance with the City's assessment policy since it is a City street.
7. WSB will send two 200-scale plots of the October 15 layout to Mike Benedetto and
Virgil Hawkins.
8. Mike Benedetto will be the contact for the School District. Nancy Hanzlik will be
the CSAH 18 project contact.
