Dear Mr. Fingalson:
We have had discussions with you recently regarding access locations for the proposed
developments in the City of Monticello along County Road (CR) 117. It has become
apparent that it will be difficult to achieve reasonable access to these proposed
developments that meets with Wright County's access spacing guidelines. Consequently,
you proposed that a turnback of CR 117 to the City of Monticello from Chelsea Road on
the north to the edge of the Gold Nugget Featherstone plat (85`h Street NE) on the south for
approximately 1.4 miles. The proposal is to reimburse the City for the cost of a reclaimed
roadway with a 2-inch bituminous overlay.
We agree that the City may have no choice but to assume the responsibility of the road if
the County's access requirements remain as suggested. Currently, CR 117 is the full
responsibility of "Xright County for construction and maintenance. The anticipated

development in the area and the steadily increasing traffic volumes on CR 117 will
necessitate the need for reconstruction and widening to accommodate future traffic

volumes, even if the County's access requirements are incorporated into the plat(s).
Reconstruction and widening of CR 117 will cost significantly more than what the County
is proposing to provide as compensation for the City accepting the road for turnback.

Further, if CR 117 remained as a County road into the future, the maintenance costs would

continue to be the responsibility of Wright County. We are requesting that Wright County
