MONTICELLO CITY COUNCIL SPECIAL MEETING
Monday, April 13, 2026 — 5:00 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:00 p.m.
2. Public Works Facility Funding Update
Staff initiated a discussion regarding funding for the new Public Works Facility. Based on
prior discussions, staff worked with bond counsel and the city's financial advisor to
develop a plan to finance the project through the Economic Development Authority's
authority to issue lease revenue bonds. Staff sought confirmation from the City Council
to proceed in that direction, which would include the next step of the EDA holding a
public hearing to establish an Economic Development District.
In addition, staff highlighted proposed state legislation that would impact the process to
issue lease revenue bonds, indicating that timing of issuance is still flexible.
The City Council reached consensus directing staff to proceed with lease revenue bonds
as the funding mechanism for the Public Works Facility.
3. Liquor License Fees
City Clerk Jennifer Schreiber provided an overview of the current liquor license fees for
the American Legion and the VFW. The American Legion currently pays an annual fee of
$700 for a club license, while the VFW pays $3,975 for an intoxicating liquor license. The
distinction between these licenses is that the club license is limited to service for
members and their bona fide guests and does not permit general public access.
Ms. Schreiber recommended establishing a new fee category for a club/non-profit
intoxicating liquor license. Following brief discussion, the City Council reached
consensus to create the new license category and set the annual fee at $1,500.
