Planning Commission Resolution PC-2026-32 (Public Works Zoning Amdt)CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION PC-2026-32 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MONTICELLO RECOMMENDING APPROVAL OF A ZONING AMENDMENT ESTABLISHING A PUD ZONING DISTRICT AND REZONING THE SUBJECT PROPERTY TO SAID PUD DISTRICT: MONTICELLO PUBLIC WORKS FACILITY PLANNED UNIT DEVELOPMENT PROPERTY TO BE PLATTED AS LOT 2, BLOCK 1, AND OUTLOTS A AND B, REDFORD CROSSING WHEREAS, the City of Monticello, as applicant, proposes a public works facility project on a portion of the above captioned parcels in a proposed PUD District, known as the Public Works Facility PUD District; and WHEREAS, the City of Monticello has submitted a request to zone the property to a new PUD District and accommodate said use per the City's infrastructure needs; and WHEREAS, the City proposes to develop a portion of the property for public works facility and other public uses, consistent with the public service needs of the City for the described property, and is seeking amendments to create the new District, and a companion Development Stage PUD approval per plans developed for that purpose; and WHEREAS, the site is guided for mixed uses as Mixed Density Residential and Mixed Neighborhood in the City's Comprehensive Plan; and WHEREAS, the City is concurrently seeking a redesignation of the Lot 2, Block 1 and related outlots related to the proposed public works facility to Public and Institutional; and WHEREAS, Lot 2, Block 1 and related outlots are considered for rezoning to PUD, Planned Unit Development District which would control the uses and site development requirements on the property; and WHEREAS, the PUD would be located on parcels which will contain uses that are consistent with both the land use designation and associated zoning districts if no PUD were required; and WHEREAS, the accompanying Development Stage PUD is consistent with the long-term use and development of the property for public uses; and WHEREAS, the Planning Commission held a public hearing on July 7, 2026 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION PC-2026-32 WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed PUD provides an appropriate means of furthering the intent of the Comprehensive Plan for the site by accommodating proposed buildings and uses which are consistent with the goals and objectives of the Monticello Comprehensive Plan. 2. The proposed improvements on the site under the PUD and Preliminary Plat are consistent with the needs of the development in this location, guided and zoned for mixed uses, which include the proposed public and future residential development. 3. The proposed PUD creates parcels that may be utilized for the uses envisioned by the Comprehensive Plan and any current amendments. 4. The improvements resulting from the PUD approval will have expected impacts on public services, including sanitary sewer, water, stormwater treatment, and traffic which have been planned to serve the property for the development as proposed. 5. The improvements on the site facilitate appropriate development of the subject property and are consistent with the objectives of the City's Comprehensive Plan. 6. The PUD is consistent with the requirements of both existing and proposed zoning requirements for such parcels and reserves the remainder of the property for residential development, consistent with the Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota, that the Planning Commission hereby recommends that the Monticello City Council approves the Zoning Amendment establishing the Monticello Public Works Facility PUD District and rezoning Lot 2, Block 1 and Outlots A and B of Redford Crossing to said PUD District, subject to the conditions listed in Exhibit Z of the staff report as follows: 1. Consistency with all applicable performance standards of the Zoning and Subdivision Ordinances, subject to those aspects of the project modified by PUD approval, as follows: 2 CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION PC-2026-32 a. Multiple principal and accessory buildings shall be allowed on the subject property as illustrated on approved Final PUD Plans. b. The PUD District provides flexibility to accommodate a variety of public and governmental uses on one site. c. The PUD District provides flexibility from building materials requirements for certain accessory buildings as illustrated on approved Final PUD Plans. d. The PUD District provides flexibility from the standard requirement for landscaping improvements based on approved Final PUD Plans. e. The Monticello Public Works Facility PUD District provides flexibility from required fencing materials if positioned on the property is accordance with the requirements of the Final PUD Plans. 2. Ensure site lighting is consistent with the requirements for shielding both light spread and glare toward the adjoining residential area to the south, as well as the maximum 25 foot pole height per code. 3. Resolve encroachments on the property from existing roads, paths, and structures, including the private cul-de-sac extending over the property line from the manufactured home park, and address relocation, easements, or license agreements for these encroachments as appropriate. 4. Increase shrub plantings along the Redford Lane building frontage and foundation, including through the use of perennial planting, to meet the minimum shrub count required by the zoning ordinance. 5. Ensure that rooftop mechanical equipment is property screened from public rights of way and adjoining residential uses. 6. Continue operational practices that minimize the need for back-up alarm usage during overnight or early morning hours. 7. Fencing shall be black -coated chain link, or if located within the perimeter buffer and berm may be galvanized metal, except along School Boulevard frontage, where fencing shall be ornamental black fencing comparable in quality to other commercial sites. 8. Site landscaping is completed as approved. Compliance with the approved landscaping plan is an ongoing requirement of CUP and site plan approval. Materials that are removed or fail to survive shall be replaced, regardless of landscape guarantees. 3 CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION PC-2026-32 9. Provide detail on any future outdoor storage areas in the Final Stage PUD Plans. 10. Compliance with the City's Engineering and Public Works comments. 11. Comments and recommendations of other Staff and Planning Commission. ADOPTED this 7th day of July, 2026, by the Planning Commission of the City of Monticello, Minnesota.
