RESOLUTION RECOMMENDING APPROVAL OF AMENDMENTS
TO THE ZONING ORDINANCE, SECTION §153.090, USE TABLE AND
SECTION §153.091, USE -SPECIFIC STANDARDS, RELATED TO THE ALLOWABLE DISTRICTS
FOR CLINIC/MEDICAL SERVICES AND BULK FUEL SALES AND STORAGE
WHEREAS, the City of Monticello has adopted a zoning ordinance to implement the land use
and economic development goals of the City and its Comprehensive Plan; and
WHEREAS, the amendment of said ordinance, from time to time, recognizes the changing
environment related to both land use patterns and economic development opportunities; and
WHEREAS, the City finds that the inclusion of medical services and clinics in the B-3, Highway
Business zoning district is consistent with its land use and economic development goals, as well
as the intent of the B-3 zoning district; and
WHEREAS, the City further finds that the incorporation of principal use Bulk Fuel Sales and
Storage, with appropriate limitations, into the 1-1, Light Industrial District is consistent with the
intent of its land use and economic development goals as well as the intent of the 1-1 District;
and
WHEREAS, the Planning Commission held a public hearing on July 7, 2026 on the draft
amendments and members of the public were provided the opportunity to present information
to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the research and the written and oral
public comments, as well as the recommendations of the staff report, which are incorporated
by reference into the resolution, and hereby makes the following Findings of Fact in relation to
the recommendation of approval:
1. Medical clinics and services are appropriate uses throughout the City's commercial
zoning districts and neighborhoods, without limitation.
2. Medical clinics and services contribute to the community health, tax base and economic
development goals, policies and strategies of the City as found in the Monticello 2040
Vision + Plan.
3. Medical clinics and services meet the intent of the subject B-3 zoning district, and
contribute to positive commercial traffic to other B-3 uses without undue burdens on
the City's provision of public services.
4. Bulk Fuel Sales and Storage are a suitable principal use in the 1-1, Light Industrial District,
similar in nature and operation to other uses in said district, subject to specific
standards.
5. Bulk Fuel Sales and Storage uses contribute to the tax base and economic development
goals, policies and strategies of the City as found in the Monticello 2040 Vision + Plan
when adequately managed through appropriate use standards.
6. Modifications to the limits and definitions of appropriate products for Bulk Fuel Sales
and Storage facilitate the use into those areas that may have greater public exposure or
proximity to private property without negative impacts.
7. Neither use (Medical clinics or Bulk Fuel) present issues related to provision of public
services, including roads, utilities, or other impacts.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello,
Minnesota, that the Planning Commission recommends to the City Council that Ordinance No.
8XX as provided in this resolution be approved based on the findings noted herein.
ADOPTED this 7t" Day of July, 2026 by the Planning Commission of the City of Monticello,
Minnesota.
