MONTICELLO CITY COUNCIL SPECIAL MEETING
Monday, June 22, 2026 — 5:30 p.m.

1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 5:30 p.m.
2. Public Works Facility Update
Matt Leonard, Public Works Director/City Engineer, gave an update on the proposed
Public Works Facility project.
Andrew Cooper, Oertel Architects, and Curtis Sell and Matt Lennartson, RJM
Construction presented information on the following: review of the site plan, floor plan,
building elevations, exterior renderings, office areas, vehicle maintenance and shop
spaces, and vehicle storage areas. There was also a review of the current project
budget, which includes a total construction estimate of $29,774,398 and a total project
estimate of $33,662,060. The budget includes construction costs, contingencies and
escalation, contractor fees, owner costs, architectural fees, and owner contingency.
It was noted that the project schedule anticipates bid authorization in September 2026,
bid award in October 2026, construction beginning in March 2027, and the facility
becoming operational by June 2028.
Finance Director Sarah Rathlisberger informed the group that the Economic
Development Authority (EDA) established an Economic Development District to be able
to issue bonds, which is planned for in September.
