City Council Resolution 2026-69 (Comp Plan Single Family Home)CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION 2026-69 RESOLUTION APPROVING AN AMENDMENT TO THE 2040 MONTICELLO VISION + PLAN (THE "COMPREHENSIVE PLAN") AMENDING CHAPTER 3: LAND USE, GROWTH & ORDERLY ANNEXATION AND CHAPTER 9: IMPLEMENTATION AS RELATED TO SINGLE-FAMILY RESIDENTIAL LAND USES AND DEVELOPMENT WHEREAS, the City regulates land use through its Comprehensive Plan (currently the 2040 Monticello Vision + Plan), implemented through its development regulations, including its subdivision and zoning ordinances; and WHEREAS, the City utilizes a process for considering amendments to the Comprehensive Plan from time to time, as various conditions or needs may warrant such considerations; and WHEREAS, the City finds that the best interests of the City's land use goals and objectives, would be best served by amending the current Comprehensive Plan to achieve the Vision established in the plan for community character and sustainable, incremental residential growth; and WHEREAS, with the applicable amendment, the City is providing additional land use guidance for projects of this type, to ensure more effective planning, cost-efficient development, and the application of regulations which support City goals and objectives related to residential development; and WHEREAS, the Planning Commission has reviewed the amendments modifying the applicable sections of the Comprehensive Plan and their effect on the City's land use plans and policies; and WHEREAS, the Planning Commission held a public hearing on July 7t", 2026 on the proposal and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution the following Findings of Fact in relation to the recommendation of approval: 1. The City's land use planning documents direct a balanced approach to development, requiring adherence to high standards of use, but also recognizing the needs of the private development market to efficiently plan for and finance that development. The amendments support the City's Vision for residential development as identified in the Monticello 2040 Vision + Plan include an emphasis on retaining small-town character and reinforcing a sense of community and belonging. 3. The amendments are consistent with the 2040 Plan for sustainable incremental growth for all land uses, including residential development. 4. The amendments support residential development which connects to the natural amenities, to adjacent neighborhoods, and to the variety of surrounding community assets. 5. The City will evaluate other site -specific considerations through applicable implementation tools, including the zoning and subdivision ordinance. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA, that the City Council hereby approved the amendments to the Monticello 2040 Vision + Plan as provided in Exhibit A to this resolution be approved, based on the findings noted herein. Section 1. Chapter 3: Land Use, Growth & Orderly Annexation Goals is hereby amended as follows: GOAL 2: COMPLETE NEIGHBORHOODS Residential development will support Monticello's vision for retaining our small-town character and will reinforce a sense of community and belonging. We will plan for measured, incremental residential growth which is thoughtfully planned and which creates well -designed neighborhoods that retain quality and value into the future. Section 2: Chapter 3: Land Use, Growth & Orderly Annexation Goals — Estate Residential is hereby amended as follows: Estate Residential (ER) The Estate Residential designation includes land primarily used for residential purposes in the form of large estate style lots and housing. This designation includes lot sizes that are typically one-third acre or larger. Housing in this designation includes single-family detached residential units and may include detached accessory structures. These areas often include or are adjacent to natural amenities or community assets and may have environmental constraints, such as wetlands and other natural features that preclude higher densities and may necessitate conservation style subdivision design. DEVELOPMENT FORM • Gross Density - Up to 2 units/acre (may be higher with Conservation Neighborhood PUD) • Height - 1-2 stories • Lot Area - 16,000 sq. ft. minimum per unit Section 3: Chapter 3: Land Use, Growth & Orderly Annexation Goals - Low Density Residential (LDR) is hereby amended as follows: Low -Density Residential (LDR) The Low -Density Residential designation corresponds to the majority of Monticello's single-family residential neighborhoods. These areas are characterized by subdivisions of detached homes, usually on lots from 7,000 te 14,000 12,000-16,000 square feet. Housing in this designation includes single-family detached residential units as well as detached accessory structures. Other compatible uses, such as schools, nursing homes, private parks and religious facilities may also locate in this designation. Housing in this designation will include the addition of facade detail and other architectural elements. Home design will emphasize a facade forward design, using elements such as porches, patios, landscaping and other design strategies to de- emphasize garages. Housing patterns within this designation will avoid monotony and sameness. To achieve the higher density identified in this designation, smaller lots and lot areas including detached or attached units may be accommodated when integrated into the overall neighborhood and exhibiting the same or better quality and level of building and landscaping design amenities, and/or through conservation neighborhood design. These areas will also include a higher level of neighborhood amenities. EAST BERTRAM STUDY AREA FUTURE LAND USE FRAMEWORK CONCEPT PLAN QNLK (pg.50) The land use diagram provides a conceptual plan consistent with the FLUM and City's growth policies in the Comprehensive Plan. It provides more detail in consideration of other factors likely to impact future development. This area is considered a long term growth objective for the city. Although opportunities should always be pursued. Additional detailed study will be necessary prior to or concurrent with any development proposals. Key Factors Existing Utility Easements — The existing overhead power lines present a major impediment to development within the area. The approach shown in this framework prioritizes the alignment of new streets, trails, and buffers along the easements in order to maximize contiguous tracts for development and enable a more cohesive neighborhood fabric. The easements should be used for trail/greenway corridors. Road Network— Existing collector streets have been extended to help create a connected block and street network that is well integrated with the rest of the City. Streetscape design will define the character of these new areas of the City and is an important consideration. Conservation Neighborhoods — Conservation neighborhoods may be appropriate in the westorrl portions of the study area as a way to help manage growth and provide a suitable transition to adjacent natural areas to the west.
