AN ORDINANCE AMENDING THE MONTICELLO CITY CODE, § SECTION 153.047 KNOWN AS THE
ZONING ORDINANCE, BY ESTABLISHING THE
MONTICELLO PUBLIC WORKS FACILITY PUD AS A ZONING DISTRICT IN THE CITY OF
MONTICELLO,
AND REZONING THE FOLLOWING PROPERTY
FROM A-O, AGRICULTURE – OPEN SPACE DISTRICT TO
PUD, MONTICELLO PUBLIC WORKS FACILITY PLANNED UNIT DEVELOPMENT DISTRICT:
LOT 2, BLOCK 1, AND OUTLOTS A AND B, REDFORD CROSSING
THE CITY COUNCIL OF THE CITY OF MONTICELLO HEREBY ORDAINS:
Section 1. Section 153.047, Planned Unit Developments is hereby amended by adding the
following:
(_xx_) Monticello Public Works Facility PUD District
(a) Purpose. The purpose of the Monticello Public Works Facility PUD
District (MPWD) is to provide for the development of certain real
estate subject to the District for public services and maintenance land
uses.
(b) Phased Development. The Monticello Public Works Facility PUD
District will be developed in one phase, pursuant to the approved
phasing plans. Subsequent phases, although plat names may change,
shall continue to be zoned and regulated under the Monticello Public
Works Facility PUD District, as may be amended.
(c) Permitted Principal Uses. Permitted principal uses in the Monticello
Public Works Facility PUD District shall be public buildings and uses
and related government services on the subject property, subject to
the approved Final Stage PUD Plans dated 8/10/2026, as may be
amended. Each individual use is limited to the location and building
identified on the Final Stage PUD Plans. No other principal use shall
be allowed in the Monticello Public Works Facility PUD District, with
the exception that bona fide public uses on public property shall not
be subject to this limitation. The introduction of any other use shall
be reviewed under the requirements of the Monticello Zoning

Ordinance, Chapter 2, Section (O) – Planned Unit Developments for
Development Stage PUD and Final Stage PUD.
(d) Accessory Uses. Accessory uses shall be those commonly accessory
and incidental to the allowed public and governmental uses, as
specifically identified by the approved Final Stage PUD plans.
Outdoor storage or display shall be allowed as specifically identified
on the Final Stage PUD Development Plans.
(e) District Performance Standards. Performance standards for the
development of any lot in the Monticello Public Works Facility PUD
District shall adhere to the approved Final Stage PUD plans and
Resolutions 2026-74 and 2026-75.
(f) The specific flexibility and conditions of the Monticello Public Works
Facility PUD District shall be as follows:
i. Multiple principal and accessory buildings shall be allowed on the
subject property as illustrated on approved Final PUD Plans.
ii. The PUD District provides flexibility to accommodate a variety of
public and governmental uses on one site.
iii. The PUD District provides flexibility from building materials
requirements for certain accessory buildings as illustrated on
approved Final PUD Plans.
iv. The PUD District provides flexibility from the standard
requirement for landscaping improvements based on approved
Final PUD Plans.
v. The Monticello Public Works Facility PUD District provides
flexibility from required fencing materials if positioned on the
property is accordance with the requirements of the Final PUD
Plans.
vi. The Final Stage PUD architectural plans for the principal building
are required to meet the standards, including building materials,
as set forth in the Conditions of Approval for the Development
Stage PUD and which are incorporated into the City Council
Resolutions 2026-74 and 2026-75.
vii. All other improvements to the site and buildings are required to
meet the general and specific standards of the Monticello Zoning
Ordinance, Chapter 153.
(g) In such case where any proposed improvement is not addressed by
the Final Stage PUD or Plans, then a PUD Amendment or Adjustment

per the Monticello Zoning ordinance shall be required.
(h)Amendments. Where changes to the PUD are proposed in the
manner of use, density, site plan, development layout, building size,
mass, or coverage, or any other change, the proposer shall apply for
an amendment to the PUD under the terms of the Monticello Zoning
Ordinance, Section 153.028 (0). The City may require that substantial
changes in overall use of the PUD property be processed as a new
project, including a zoning district amendment.
The zoning map of the City of Monticello is hereby amended to rezone the
following described parcels from A-O, Agriculture -Open Space District to PUD,
Monticello Public Works Facility Planned Unit Development District:
Lot 2, Block 1, and Outlets A and B, Redford Crossing
The City Clerk is hereby directed to mark the official zoning map to reflect this
ordinance. The map shall not be republished at this time.
The City Clerk is hereby directed to make the changes required by this Ordinance
as part of the Official Monticello City Code, and to renumber the tables and
chapters accordingly as necessary to provide the intended effect of this
Ordinance. The City Clerk is further directed to make necessary corrections to any
internal citations that result from said renumbering process, provided that such
changes retain the purpose and intent of the Zoning Ordinance as has been
adopted.
This Ordinance shall take effect and be in full force from and after its passage
and publication. The ordinance in its entirety and map shall be posted on the
City website after publication. Copies of the complete Ordinance and map are
available on line and at Monticello City Hall for examination upon request.
