RESOLUTION NO. 2026-79
AUTHORIZING ADVERTISEMENT FOR
BIDS FOR THE 2026 BERTRAM CHAIN OF LAKES REGIONAL ATHLETIC PARK
MAINTENANCE FACILITY PROJECT
WHEREAS, pursuant to approval by the City Council on August 24, 2026, IOA has prepared
plans and specifications for the Bertram Chain of Lakes Regional Athletic Park Maintenance
Facility Project which include the following improvement:
• 7,216 sq. ft. Park Shop building which includes vehicle storage, shop bays, office, restroom and
support space.
• IT room within shop building for centralized sports lighting controls, public address systems,
lighting detection and IT network integration.
• Well and septic system
• Stormwater
• Bid alternate for expanded paving and parking lot grading work
WHEREAS, the City Parks, Arts & Recreation Director has presented such plans and
specifications to the Council for approval;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MONTICELLO:
1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are
hereby approved.
2. The designated authority shall prepare and cause to be inserted in the official paper and in a
recognized industry trade journal an advertisement for bid upon the making of such
improvement under such approved plans and specifications. The advertisement shall be
published no less than three weeks before the last day for submission of bids, once in the City's
legal publication and at least once in either a newspaper published in a city of the first class or a
trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a
legal newspaper except that, instead of the requirement that it shall contain general and local
news, such trade paper shall contain building and construction news of interest to contractors
in this state, among whom it shall have a general circulation. Any bidder whose responsibility is
questioned during consideration of the bid will be given an opportunity to address the Council
on the issue of responsibility. No bids will be considered unless sealed and filed as set forth in
the instructions to bidders in compliance with the requirements of electronic bidding and bid
security.
