Call to Order Mayor Lloyd Hilgart called the meeting to order at 5:00 p.m. 2. Roll Call Mayor Hilgart called the roll. 3. Concept Stage Submittal for a 44-acre development including residential and commercial land uses, including manufactured home uses, within the Mixed Density Residential and Manufactured Home land use designation areas as identified by the Monticello 2040 Vision + Plan. Community Development Director Angela Schumann provided an overview of the concept proposal, noting that the request was not a formal application. She explained that the purpose of the workshop was to provide the applicant with clear direction and feedback by City Council and Planning Commission. Steve Grittman, City Planner, reviewed the 44-acre concept proposal and outlined several items for consideration. Discussion included roadway circulation within and surrounding the proposed development; the extension of frontage access from The Meadows West to Highway 25 via Deegan Avenue; open -space pathways, and sidewalks. Mr. Grittman also noted that the concept includes City water, sewer, and other infrastructure to support the existing needs of The Meadows and future growth. Ms. Schumann indicated access challenges exist for both sections of The Meadows. Brett Skilbred, Coldwell Banker Commercial (CBC)-Fisher Group, explained the partnership with Lakeshore Management to acquire an additional forty-four (44) acres for expansion of the manufactured home park. The concept is designed to mirror the existing (West) park to the north with buffering areas i. He explained that the proposal seeks to support the City's growth strategy by providing affordable housing options 1 Joint City Council -Planning Commission Workshop Minutes —July 7, 2026 consistent with Mixed -Density Residential (MDR) land use designation and Mixed - Neighborhood (MN) zoning, within an approximately 6.5-8 units per acre density. Mr. Skilbred explained that the extension of Deegan Avenue would provide a public benefit by extending infrastructure and utilities to serve residents while also supporting approximately fifteen (15) acres for future commercial development. When asked about the anticipated number of housing units, Mr. Skilbred stated that the concept plan shows two hundred, with calculations based on allowing eight (8) units per acre. Public Works Director/City Engineer Matt Leonard stated that the City had met with MNDOT to discuss converting the existing turnaround median into a safer east -west access point. He noted MN -DOT'S focus was long-term highway safety, while the city's goal was to provide local service -road access to Deegan Avenue. Mr. Leonard added that MN -DOT had discussed roundabout locations along the corridor, including Meadows' entrances. Depending on future traffic volumes, a fully controlled intersection would be considered. City Administrator Rachel Leonard spoke of the need to provide safer alternatives for the extension of Deegan and Cedar Street as frontage roads and providing access to Meadows residents. Matt Leonard clarified that Prairie Acres currently has two stub streets that could connect through the vacant parcel to access the frontage road and connect to utilities. Councilmembers and Commissioners discussed the City's need for through -street connectivity. Mayor Hilgart suggested that a density summary would add context for further discussion. When asked how utilities could serve existing Meadows West residents, Matt Leonard explained that a single -metered watermain service could be provided within the Deegan Avenue right of way extension, with a private infrastructure system internal to the park from that point. He noted connections through the stub streets provide the opportunity to extend utilities to Township residents and south of Deegan. Discussion included the park's maintenance standards and the need for utility infrastructure. 4.
