MONTICELLO CITY COUNCIL SPECIAL MEETING
Monday, September 9, 2026 — 6:15 p.m.

Present: Lloyd Hilgart, Charlotte Gabler, Kip Christianson, Tracy Hinz, Lee Martie
Absent: None
Staff: Rachel Leonard, Sarah Rathlisberger, Matt Leonard, and Jennifer Schreiber
1. Call to Order
Mayor Lloyd Hilgart called the special meeting to order at 6:15 p.m.
2. Consideration of adopting Resolution 2026-84 awarding sale of, and providing the
form, terms, covenants and directions for the issuance of Lease Revenue Bonds (City
of Monticello Public Works Facility Lease, Series 2026A).
Finance Director Sarah Rathlisberger introduced Tammy Omdahl, Northland Securities,
who provided a review of the bond sale. Ms. Omdahl noted that the Economic
Development Authority (EDA) was asked to issue approximately $34,475,000 in Lease
Revenue Bonds to finance the construction of a new Public Works Facility. The EDA
adopted a resolution directing the issuance of bonds immediately prior to the City
Council meeting.
There was minimum discussion.
Motion by Councilmember Christianson to adopt Resolution 2026-84 awarding sale of,
and providing the form, terms, covenant and directions for the issuance of Lease
Revenue Bonds (City of Monticello Public Works Facility Lease, Series 2026A).
Councilmember Martie seconded the motion. Motion carried unanimously.
3. Adjournment
By consensus, the meeting was adjourned at 6:25 p.m.
