SPECIAL MEETING - MONTICELLO PLANNING COMMISSION
Tuesday, February 11, 2014 - 6:00 PM - Mississippi Room, Monticello Community Center

1. Call to order
Brad Fyle called the meeting to order at 6:00 p.m.
2. Accept Planning Commission minutes — January 7th, 2014
The January 7th meeting minutes were unavailable for consideration at this time.

5. Public Hearing - Consideration of a request for a Conditional Use Permit for
Vehicle Sales and Rental in a B -4 (Regional Business) District. Applicant: Dell Inc.,
dba Ouality RV
Steve Grittman reported that the applicant had requested a Conditional Use Permit (CUP)
for the sales and display of recreational vehicles at 3801 Chelsea Road (Lot 1, Block 1,
90th Street Addition). The property had originally been zoned a B -3 (Highway Business)
District and developed as an automobile dealership. It was later rezoned to B -4 (Regional
Business) District so that it could be used as an office and training facility. The site is
currently vacant.
Quality RV has proposed to make nominal changes to the property and building,
primarily related to building access and showroom doors, and update the signage. The
use includes service and maintenance of recreational vehicles that are for sale or are
being prepped for new buyers. Heavily damaged vehicles will not be stored onsite, and as
such, no issues are expected relating to screening for the proposed use.
Grittman confirmed that the request meets Conditional Use Permit criteria as required by
2.4(D)(4) (a) of the zoning ordinance in that the proposed use is consistent with land uses
in the area, consistent with the improvements and requirements for such uses in the
district, and will not negatively impact surrounding properties or public facilities.
Standards related to minimum building size, screening, lighting, surface, parking, access,
lot size and drainage as identified in 5.2(F) (29) Vehicle Sales or Rental of the zoning
ordinance are all in place and expected to be compliant with current improvements.

Brad Fyle asked Grittman if a CUP would have been required if the site had remained
zoned B -3. Grittman stated that either zoning would require a CUP for the proposed use.
Charlotte Gabler asked if a buffer would be necessary on the west side of the property.
Grittman indicated that island landscaping would not be required because the lot would
be used for vehicle display rather than striped for customer parking.
Brad Fyle opened the public hearing.
Corey Moyer, the General Manager of Quality RV, of 4754 160 Lane NW in Andover,
said that he was looking forward to growing the business in Monticello.
Lloyd Hilgart asked if the Ramsey facility would be closed and if they would be leasing
or purchasing the facility in Monticello. Moyer indicated that they'd be bringing their full
staff and hope to hire more.
Gabler asked if they plan to rent RVs from the proposed location. Moyer said that they
hadn't done so at the previous facility as space had been limited but that they would like
to have that option.
As there were no comments, the public hearing was closed.
CHARLOTTE GABLER MOVED TO ADOPT RESOLUTION 2014 -010
RECOMMENDING APPROVAL OF THE CONDITIONAL USE PERMIT FOR
QUALITY RV CONTINGENT ON CONDITIONS IN EXHIBIT Z. SAM BURVEE
SECONDED THE MOTION. MOTION CARRIED 4 -0. (Alan Heidemann did not vote.)

Conditional Use Permit for Vehicle Sales and Rental
3801 Chelsea Road, Lot 1, Block 1, 901h Street Addition
1. The applicant will prepare a certificate of survey and submit it for final review for
confirmation of site design and use prior to occupancy.
2. Signage plans will be submitted for permits in accordance with sign ordinance
allowances and processing.
This item will be considered by the City Council on the February 24th agenda.
6. Public Hearin$ — Consideration of an amendment to the Monticello Zoning
Ordinance, Chapter 6 — Non - Conformities, Section 2. Applicant: City of Monticello
Planning Case Number: 2014 -006
Steve Grittman pointed out that existing non - conforming uses and structures may be
replaced or maintained but that expansion of non - conformities are restricted to existing
single - family homes which do not meet updated setback requirements or are located in

districts where residential use is not permitted. Grittman said that the ordinance language
in Chapter 6, Section 2 Non - Conformities, Authority to Continue, currently allows for the
expansion of any non - conforming use in any district. He recommended that the City's
non - conformities ordinance be amended to agree with state statute.
Brad Fyle opened the public hearing. As there were no comments, the public hearing was
closed.
SAM BURVEE MOVED TO ADOPT RESOLUTION 2014 -011 RECOMMENDING
APPROVAL OF AN ORDINANCE AMENDMENT. GRANT SALA SECONDED THE
MOTION. 4 -0. (Alan Heidemann did not vote.)
7. Adiournment
CHARLOTTE GABLER MOVED TO ADJOURN THE MEETING AT 6:26 PM.
GRANT SALA SECONDED THE MOTION. MOTION CARRIED 5 -0.
