RESOLUTION 2009 -66
IN SUPPORT OF LEGISLATION ADDRESSING THE NEED AND IMPACTS
OF LONG -TERM NUCLEAR WASTE STORAGE
WHEREAS, the Monticello Nuclear Generating Plant (MNGP) is a vitally important economic
engine and revenue source for the City of Monticello and the surrounding community; and
WHEREAS, the MNGP has generated low -cost and emissions free power for the State of
Minnesota for more than forty years; and
WHEREAS, the City of Monticello has been assured for more than forty years that the nuclear
waste generated by the MNGP would be removed by the federal government and stored
permanently in a federal repository; and
WHEREAS, in 1987 the federal government designated Yucca Mountain Nevada to be the
permanent federal repository for the nation's commercial nuclear waste; and
WHEREAS, the federal government was required by law to begin receiving shipments of
nuclear waste at Yucca Mountain on January 31, 1998; and
WHEREAS, the federal government has failed to start operations at Yucca Mountain; and
WHEREAS, the Obama Administration has recently withdrawn support and funding for the
Yucca Mountain nuclear waste repository; and
WHEREAS, the City of Monticello will likely now be the de facto long term storage site for all
nuclear waste generated by the MNGP; and
WHEREAS, there is no longer a federal government solution to the storage of nuclear waste;
and
WHEREAS, the City of Monticello continues to support the MNGP, Xcel Energy, and the
employees of the plant; and fully recognizes the need to continue operations at the MNGP.
THEREFORE BE IT RESOLVED, that the City of Monticello calls on the Minnesota
Legislature to pass legislation addressing the economic and safety impacts of the long -term
storage of nuclear waste in Minnesota; and
BE IT FURTHER RESOLVED, that the Mayor. City Council Members, and City staff be
directed to work with the Minnesota State Legislature, impacted host communities, and other
interested parties to develop a state and local plan to address this issue.
