ACCEPTING BIDS AND AWARDING CONTRACT FOR
NE QUADRANT IMPROVEMENTS AT TH 25/CSAH 75 INTERSECTION
CITY PROJECT NO. 100005
WHEREAS, pursuant to an advertisement for bids for the making of improvements to streets in
the NE Quadrant at the intersection of TH 25 and CSAH 75, including utility and drainage
improvements, street reconstruction, and other necessary appurtenant work, bids were received,
opened, and tabulated, and the following bids were found to comply with the advertisement for
bids:

WHEREAS, the bid of Hardrives, Inc. of Rogers, MN in the amount of $449,622.09 for the total
base bid, for the construction of said improvements in accordance with the plans and
specifications and advertisement for bids, is the lowest responsible bidder and shall be and
hereby is accepted, and
NOW THEREFORE BE IT HEREB Y RESOL VED BY THE CITY COUNCIL OF THE CITY
OF MONTICELLO:
1. The Mayor and City Administrator are hereby authorized and directed to enter into a
contract with said bidder for the construction of said improvements for and on behalf of
the City of Monticello.
2. The City Administrator is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except that the deposit of the successful bidder
and the next lowest bidder shall be retained until a contract has been executed.
3. The resolution in support of the NE Quadrant Improvements is subject to the conditions
listed on the following page.
CONDITIONS
The Monticello City Council awards the NE Quadrant Improvements, City Project
I 00005, contingent on receipt of the following items from the developer:
• A fully executed development contract which locks Semper Development into the
assessments for their share of the public improvement project in the estimated
amount of $269,020.
• A fully executed redevelopment contract which ties the public improvement
funding for the balance of the project into the jobs being created by Walgreens.
• Sidewalk easements along Cedar, Pine and River Streets.
• A cross easement agreement which identifies public parking and access to the
former Times building, as well as access to other pieces of the property on the
block.
• An executed final plat dedicating the right-of-way necessary for the project.
• Payment of review fees to date, totaling $18,578.00.
• Letters of credit and cash deposits as specified within the development agreement.
