City Council Minutes 08-13-2012 SpecialMINUTES SPECIAL MEETING — MONTICELLO CITY COUNCIL Monday, August 13, 2012 — 5:45 p.m. Mississippi Room, Monticello Community Center Present: Clint Herbst, Lloyd Hilgart, Tom Perrault, Glen Posusta, Brian Stumpf Absent: None Others: Jeff O'Neill, Kitty Baltos, Bruce Westby, Ron Hackenmueller, Eric Linner (Weld Architects), Wayne Oberg 1. Call to Order Mayor Herbst called the Special Meeting to order at 5:48 p.m. 2. Purpose of Workshop: Discussion of roof repairs for MCC Natatorium Kitty Baltos introduced Eric Linner from Wold Architects. Eric Linner noted that he will discuss the issues that were found last week related to the roof over the pool area. 3. Consideration of options for additional repairs on the MCC Natatorium project Eric Linner explained that the load beam over the pool area has significant rusting and they are working to figure out the best way to reinforce this beam. It will be necessary to remove some of the block to get at the beam. Glen Posusta asked how this was found. When the beam was exposed and rusting was found, Braun Intertec was called on to test the beam status and check compliance to building code requirements. They recommend reinforcing the beam rather than trying to replace the beam. Glen Posusta was unsure about reinforcing the beam and whether that would be enough to take care of the problem. He would like someone else to give a second opinion and has talked to WSB Engineers, who would be willing to take a look. Eric Linner suggested that WSB request a copy of the testing results from Braun Intertec to have on hand when they check the beam. The beam work is estimated to cost about $20,000 or more. Clint Herbst suggested that Council should allow Glen Posusta and Lloyd Hilgart, Council representatives on the MCC Natatorium Committee, to make a decision with the rest of the building committee to keep the project moving along. Eric Linner also talked about the problems that were found in the roof when they took apart some of the roof above the pool area. The moisture from the pool wicked up into the roof area causing the roofing materials to deteriorate when the moisture stayed within the rubber membrane on the roof and could not escape. Eric Linner talked about several options that would be available to correct the problems: • A — remove wet insulation and replace with new insulation to match existing on the pool roof and west entry roof (cost $29,599) • B —remove and replace roofing membrane and insulation with a 20 -year warranty roof (cost $108,754) Special Council Meeting Minutes — August 13, 2012 Page 1 • C —remove and replace roofing membrane and insulation with a 30 -year warranty roof (cost $119,346) Glen Posusta mentioned that he had talked to All Elements Roofing, and they indicated that they may be able to replace the entire roof for around $50,000. Ron Hackenmueller asked about the decision to replace the roof and the impact on creating a lot more holes, which was not recommended by Weld in early stages of the design. Eric Linner talked about some ways that roofing can be attached to mitigate the impact from installation holes. Eric Linner also pointed out that there are other more expensive materials that could be used for the roofing materials and eliminate having to deal with installation holes. The City could also utilize the rock that is already there and save some money that way. Jeff O'Neill asked if the problem is more due to the design or to the installation. Eric Linner said the vapor barrier was not sealed correctly; however, it was not necessarily required by code and could have been left off. Clint Herbst asked if Council would be willing to let Glen Posusta and Lloyd Hilgart make a decision on this in order to keep the project moving. Discussion ensued regarding Option A for $30,000 versus replacing the entire roof (Option B or Q. Eric Linner offered to provide another option on the roof which would include upgrading the membrane and using the same rock to hold it in place. Kitty Baltos noted, if the decision is to find another source for replacing the roof, that would require going out for quotes or bids depending on the total cost. Clint Herbst commented that he would probably prefer Option C, which would get a 30 year warranty out of a new roof. He feels that Option A might be a possibility if the City could get a better price to replace the roof after the repairs are made according to Option A. Brian Stwnpf and Tom Perrault are okay with having the building committee make the decision on which option to select. BRIAN STUMPF MOVED TO ALLOW THE MCC NATATORIUM BUILDING COMMITTEE, WITH COUNCIL REPRESENTATIVES HILGART AND POSUSTA, TO MAKE THE DECISION ON ROOF REPAIRS. TOM PERRAULT SECONDED THE MOTION.
