SPECIAL MEETING — MONTICELLO CITY COUNCIL
Monday, December 23, 2013 — 7:30 a.m.
Academy Room, Monticello Community Center
Present: Clint Herbst, Lloyd Hilgart, Tom Perrault, Glen Posusta, Brian Stumpf
Absent: None
Others: Jeff O'Neill, Annie Zimmerman, Tracy Ergen
1. Call to Order
Mayor Herbst called the Special Meeting to order at 7:30 a.m.
2. Purpose of Meeting: (1) Presentation of bills for payment
(2) City Administrator step increase
Clint Herbst noted the items for discussion.
3. Consideration of approving payment of bill registers for December 23rd
Clint Herbst asked if there were any questions on the bills. Tom Perrault commented
that he had gotten his answered prior to the meeting.
TOM PERRAULT MOVED TO APPROVE THE DECEMBER 23RD BILL AND
PURCHASE REGISTERS FOR A TOTAL OF $1,123,844.46. LLOYD HILGART
SECONDED THE MOTION. MOTION CARRIED 5 -0.
4. Consideration of authorizing a step increase for the City Administrator
Jeff O'Neill handed out a page of proposed goals, based on the City Administrator
review that was conducted on December 9, 2013. Jeff O'Neill noted a few of the
comments that the goals are based on. Clint Herbst noted that he is satisfied with his
performance and noted that he takes on many projects and should work toward
delegating more of the work to others. Torn Perrault had suggested that there be more
emphasis on Economic Development and working with businesses. FiberNet was
also listed as a priority. The reduction in police hours was mentioned and should be
monitored to see if there are any notable changes. O'Neill noted his desire to spend
more time supporting the MCC Director in her efforts to achieve the goal of 85%
revenue to operational expenses. Jeff O'Neill will also see that a suggestion box is
installed at Public Works.
Jeff O'Neill brought up several other goals from the list that he feels are important:
• Following up on feedback provided at previous evaluation
• Annual review of projects with Council in the early part of the year to help
prioritize work areas.
• FiberNet contract.

• Possible partnership with another city related to broadband.
• Land acquisition and improvements related to Bertram Chain of Lakes.
• St Henry's and 7t" Street acquisitions related to Fallon Avenue Overpass.
• Downtown redevelopment.
• Tower construction project.
• Old bowling alley site redevelopment.
• Potential to hold community meeting between on the FiberNet
Clint Herbst suggested narrowing down the list and to delegate some of the tasks.
Time spent on the bowling alley site and tower construction should be able to be kept
to a bare minimum.
Glen Posusta stated that he thinks Jeff O'Neill has been doing a good job but does not
feel that there should be a full step granted as his salary is already high. Clint Herbst
feels that Jeff O'Neill is deserving of a full step as he did obtain positive feedback at
his recent annual review. He feels the pay should be based on perfonnance and
O'Neill has met the standard for obtaining a full step increase. Lloyd Hilgart stated
that he doesn't think a step should be compared to how much a person is making.
Lloyd feels that Jeff is deserving of a pay increase. He suggested that performance
would be enhanced further through improvements to work prioritization. O'Neill
suggested additional periodic reviews of projects and activities so Council has a good
handle on tasks at hand for assisting the City Administrator and the organization with
prioritization.
Tom Perrault asked if FiberNet responsibilities are included in the city administrator
job description. Tracy Ergen noted that the job description system that Sherri Le
worked on with the city was implemented prior to FiberNet. The city administrator
job description and associated pay equity points do not include additional
responsibilities associated with the FiberNet project.
Clint Herbst commented that he thinks Jeff O'Neill should be awarded a full step
increase. He noted that any employee that receives a full step increase still has room
for improvement. Council should have consistent expectations for all staff including
the City Administrator at the top of the scale to those at the lower end.
Tom Perrault stated that a half step is more in his preference. He feels that Jeff
O'Neill needs to prioritize better. He would like to see more emphasis on economic
development.
CLINT HERBST MOVED TO GRANT A FULL STEP INCREASE FOR CITY
ADMINISTRATOR JEFF O'NEILL FROM STEP 7 TO STEP 8, EFFECTIVE
IMMEDIATELY. BRIAN STUMPF SECONDED THE MOTION. MOTION
CARRIED 3 -2 WITH GLEN POSUSTA AND TOM PERRAULT VOTING IN
OPPOSITION.

5. Adjournment
TOM PERRAULT MOVED TO ADJOURN THE SPECIAL MEETING AT 8:06 A.M.
BRIAN STUMPF SECONDED THE MOTION. MOTION CARRIED 5 -0.
