SPECIAL MEETING — MONTICELLO CITY COUNCIL
Monday, December 22, 2013 — 7:30 a.m.
Academy Room, Monticello Community Center
Present: Clint Herbst, Lloyd Hilgart, Tom Perrault, Glen Posusta, Brian Stumpf
Absent: None
Others: Jeff O'Neill, Wayne Oberg
1. Call to Order
Mayor Clint Herbst called the special meeting to order at 7:30 a.m.
2. Purpose of Meeting: Presentation of bills for payment
Clint Herbst announced the purpose of the meeting is to review and approve the bills.
3. Consideration of approving payment of bill registers for December 22nd
Clint Herbst asked about the bill from Streicher's which included clothing and a belt.
Brian Stumpf noted that Streicher's would be for the Fire Department and belts are part
of the uniform. Clint Herbst also indicated that he thought the cost was rather high for
the community center to hire a Santa for their Christmas around the World event. He
suggested that there may be other options such as working with the Monticello Senior
Center.
Glen Posusta asked about the following bills:
• Amazon; Sling TV and headphones — wanted to know why FiberNet would be
purchasing these items. Jeff O'Neill will check what this is for.
• Central McGowan; bulk carbon dioxide — this is for the community center for
operations (i.e. pop).
• Jake's Excavating — wondered why this vendor was used rather than one from
town. This was for grave excavations at the cemetery; Wayne Oberg will check
with Tom Pawelk.
• League of MN Cities; conference registration for newly - elected officials — asked
what this was for. Jeff O'Neill explained that Charlotte Gabler will be attending
and offered the opportunity to any other council members.
• MP Nexlevel; directional boring for Goodwill Store — wanted to know why they
were boring instead of installing fiber at the time other excavating was done. Jeff
O'Neill explained that the parking lot was in place before Goodwill decided to
use FiberNet for their phone and internet. The City hired MP Nexlevel to bore
under the parking lot.
• Nationwide CLEC LLC; fixed billing — asked why this company was fixing the
billing system. Jeff O'Neill explained that this is actually a company that
provides ongoing services for FiberNet on a fixed billing basis.

• FiberNet refunds to multiple people — asked why FiberNet makes these refunds no
matter what the amount. Jeff O'Neill and Cathy Shuman explained that it is a
legal requirement under the Public Utilities Commission to refund any remaining
balance on a telecommunications account when people discontinue service.
• Wright County Highway Department; Beyond the Yellow Ribbon signs — asked
what this was for. Clint Herbst explained this was for the installation of the signs
which were approved as part of becoming a Beyond the Yellow Ribbon City.
Wright County installs all signs that are put on their signposts. Cathy Shuman
noted that donations covered all or most of the cost.
• ZAYO Bandwidth; private line, cost recovery surcharge — wanted to know why
FiberNet would pay for a private line. Jeff O'Neill explained that this company
provides ongoing service for FiberNet on a monthly basis.
Wayne Oberg asked Council to allow the following additions to the approval of the bills.
These items are associated with the recent bond sale and would be best if they are
included on the books before the end of the year.
• $13,000 — Moody's Investment Services
• $4,500 — Kennedy & Graven
• $800 — US Bank & Trust
TOM PERRAULT MOVED TO APPROVE THE BILL AND PURCHASE CARD
REGISTERS FOR A TOTAL AMOUNT OF $739,576.47 PLUS THE ADDITION OF
$18,300 FOR BOND SALE RELATED EXPENSES. GLEN POSUSTA SECONDED
THE MOTION. MOTION CARRIED 5 -0.
Clint Herbst thanked the Council Members for their years of service and the teamwork
over the time that he has served on the Council.
4. Adjournment
TOM PERRAULT MOVED TO ADJOURN THE SPECIAL MEETING AT 7:48 A.M.
LLOYD HILGART SECONDED THE MOTION. MOTION CARRIED 5 -0.
