1. Call to Order
Mayor Brian Stumpf called the special meeting to order at 5 p.m. in the North Mississippi
Room.
2. Purpose of Meeting: Overview of proposed 2016 budget
Jeff O'Neill introduced the budget discussion, noting that Finance Director Wayne Oberg
has prepared baseline information for the 2016 budget.
3. Workshop: Budget Overview
Wayne Oberg led the budget presentation which included a projected schedule for the
budget process; a review of the levy certification deadlines; and new budget impacts
involving wages, potential new positions, Affordable Health Care Act, streetlight
maintenance, and 2016 elections. Wayne Oberg discussed tax levies and tax capacity
values and rates from the last 10 or more years. Wayne Oberg reviewed the funds that are
affected by the property tax levy: general, community center, street reconstruction, and
debt and pointed out the property tax changes over the last four years. Wayne Oberg
pointed out some potential personnel items for 2016 that would affect the General Fund:
law enforcement contract (inflationary increase and possible addition of hours), adding a
public works director or city engineer, addition of a building inspector, and implementing
a full -time fire chief position. Wayne Oberg noted that the community center debt is now
paid off, which is basically offset by the FiberNet Judgment and the 2015 -16 Street bond
payments. Wayne Oberg is suggesting a consideration of a 4.5% increase in the tax levy
for a property tax total of $8,919,000 for 2016. Glen Posusta asked why the Liquor Store
was not showing up in the presentation charts. Wayne Oberg pointed out that the Liquor
Fund is not supported by the property tax levy and therefore is not included in the
property tax levy discussion.
Council members offered some comments and agreed that there needs to be further
discussion on what should be included in the tax levy for 2016. Brian Stumpf indicated
that he felt the proposal for the law enforcement contract increase was rather high and
would like to see if that could be negotiated. He also commented that he would like to

see the animal control budget reviewed to see if costs could be decreased. Brian Stumpf
suggested that the Capital Improvement Plan will also need some fine tuning.
Jeff O'Neill concluded by stating that the Finance Director and city staff will prepare
more detailed presentations for another budget workshop to be held prior to an upcoming
Council meeting. Department heads will be asked to prepare presentations on their
budget requests and to identify new proposals and changes for their 2016 budgets.

GLEN POSUSTA MOVED TO ADJOURN THE SPECIAL MEETING AT 6:11 P.M.
TOM PERRAULT SECONDED THE MOTION. MOTION CARRIED 5 -0.
