MINUTES REGULAR MEETING - MONTICELLO PARKS COMMISSION Wednesday, June 12, 1991 - 7:00 p.m. Members Present: Fran Fair, Sruce Theilen, Roger Carlson, Larry Nolan, Dick Frie Members Absent: None 1. Members present toured all City parks. 2. Meeting convened after the tour. Election of Chairman. A motion was made by Larry Nolan and seconded by Fran Fair, to elect Dick Frie, Chairman. Motion carried unanimously. 3. Election of Vice President and officer re-election. A motion was made by Bruce Theilen and seconded by Fran Fair, to elect Larry Nolan, Vice President. Officers to be re- elected in January ].992. Motion carried unanimously. 4. Set terms of office. Tt was agreed upon by consensus that the terms of office would be as follows: Fran Fair - 1 year Bruce Theilen - 2 years Roger Carlson - 2 years Larry Nolan -- 3 years Dick Frie - 3 years 5. Set Parks Commission meetin time and lace. It was agreed upon by consensus to hold the regular Parks Commission meetings on the third Wednesday of every month at 7:00 p.m., at City Hall. It was noted that special meetings may be required. This meeting is to be considered the June meeting. 6. West Bridge Park will be on the next agenda. 7. Adiournment. A motion was made by Fran Fair and seconded by Bruce Theilen, to adjourn. Motion carried unanimously. Respectfully submitted, ~_ Ro Mack Parks Superintendent C~ PARKS COMMISSION RESOLUTION 1991-1 RESOLUTION RECOMMENDING DEVELOPMENT OF PARK SPACE UNENCUMBERED HY POWER LINES AND POOR PUBLIC ACCESS C] WHEREAS, the Parks Commission has been duly appointed by the City Council to review and comment on parks facilities issues, and WHEREAS, the Parks Commission has reviewed all existing park facilities in the city of Monticello, and WHEREAS, the Parks Commission has noted that existing parks developed under power lines are not fully developable for park purposes, as trees, overhead lighting, and park struc~ures are ::ot allowed under power lines, and WHEREAS, parks under power lines are limited in terms of the type of park activities that may be conducted, and WHEREAS, parks under power lines do not create a pleasing recreational environment which results in under-utilization by the public they are intended to service, and WHEREAS, parks located in residential areas without sufficient public access create park user/neighbor conflicts, and WHEREAS, development of usable recreation space is a need in a growing community. THE PARKS COMMISSION HEREBY RECOMMENDS that the Planning Commission and City Council deny approval of any preliminary or final plat that includes development of park land that is under power lines or bounded on more than two sides by residences. REFERENCE AND BACKGROUND: This is a $50,000 budget item that will require recommendations as to size, placement, type of structure, and projected uses. Consideration of type of restroom building -- Bridge Park. (J'.S.) A. REFERENCE AND BACKGROUND: At the May 22 meeting, the Council requested staff to look into two ar three types of restroom buildings for West Bridge Park. One of those scenerios was to be an addition to the existing building. When looking at the possibility to add on to the existing building, the Park Superintendent and myself performed a detailed inspection of the building and the location of the sanitary sewer trunk line which crosses diagonally through the park. It was our opinion that the condition of the building, its configuration, heating system, and the location of the sanitary sewer, electrical, and gas services for the building, are not conducive to a building addition that would be economically feasible or architecturally pleasing. If one were to look at a large warming house or a concession area which would also encompass heated restrooms, it would be best to demolish the building in its entirety. Since the building is currently in usable and satisfactory condition for its purpose, this may not be practical. We, therefore, placed most of our emphasis on an unattached building. There are two spots where an unattached building could be easily located. The most desireable spot for access to services and access from . the skating rink and sliders would be in the northeast corner of the existing parking lot. A secondary location would be southwesterly of the existing warming house. The existing restraams could be kept intact until completion of the new facilities. The building itself could be a rectangular structure either of wood or masonry and should contain approximately 300 sq ft to allow far handicap access and a 4--foot chaseway far plumbing access. The size of the building should be a minimum of 14'x24'. The following are estimated costs for such a building. I. BLOCK BUILDING/PITCHED ROOF (14X24) A. Foundation and floor $ 2,000.00 B. Block work and materials 5,000.00 C. Roof, doors, insulation, and trim 5,000.00 D. Plumbing 5,500.00 E. Electrical 2,500.00 F. Sewer and water services 1,000.00 G. Paint 500.00 TOTAL 21,500.00 • -10- Council Agenda - 6/26/$9 II. WOOD FRAME BUILDING (14x24) A. Foundation and floor $ 2,000.00 B. Building construction with wood siding, milk house interior 12,500.00 C. Plumbing 5,500.00 D. Electrical 2,500.00 E. Sewer and water services 1,000.00 F. Paint and stain 750.00 TOTAL 24,250.00 The above costs are to be used for planning purposes only to show that a wood frame building with a milk hawse paneled interior is expected to cost more than a basic block building. The following are some costs for a 25-foot hexagon building. This building would contain approximately 380 square feet of building area. III. HEXAGON BUILDING, 25--FT ROOF, 380 SQ FT A. Foundation and floor $ 2,600.00 B. Building materials, prefab 15,000.00 C. Building construction 7,000.00 D. Plumbing 5,500.00 E. Electrical 2,500.00 . F. Sewer and water service 1,000.00 G.. Paint and stain 750.00 TOTAL 34,350.00 Again, the above cost estimates are extremely rough and should only be used to show the comparative cast difference between the buildings. Actual costs of any of the buildings would have to be determined through the bidding process. This item is brought before you again merely to obtain some further direction on which type of building to pursue. Once that is decided, plans can be drawn and bids obtained. B. ALTERNATIVE ACTIONS: 1. The first alternative is for the Council to arrive at a decision as to the type of building to pursue along with the expected cost, bearing in mind that the City's budget for this year for the project is $2Q,000. 2. The second alternative is to look at the possibility of removing the old warming house and building one entirely new large structure or pavilion, including restrooms. 3. The third alternative is to do nothing but to continue to use the existing restrooms and maintain them as best as possible. _.,_ o Council Agenda - 6/26/89 C • C. STAFF RECOMMENDATION: The City staff would like to see some year-round restrooms constructed in the park in the near future. Alternative #1 would serve that purpose. xowever, if the Cady Council is conducive to the idea of a larger structure, we could make plans for such a building and budget for it for 1990, whichever the Council so desires. I again must stress that the above prices are for planning purposes only, and actual bid prices could vary. D.
