City Council Resolution 2011-20CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2011-20 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR CSAH 75 PEDESTRIAN UNDERPASS AND PATHWAY IMPROVEMENTS; CITY PROJECT NO. 100010 WHEREAS, pursuant to a motion approved by the City Council on December 13, 2010, which approved the preparation of final plans and specifications for the CSAH 75 pedestrian underpass and pathway improvements for the purpose of allowing the City to bid said improvements as an alternate bid in conjunction with Wright County's CSAH 75 reconstruction project, the City Engineer has prepared plans and specifications for said improvements including: Construction of a 10' x 14' concrete box culvert across CSAH 75, west of West River Street, which will serve as a pedestrian underpass, as well as all associated drainage improvements including the construction of ponds and storm sewer culverts. Construction of bituminous pathway segments to connect the pedestrian underpass to existing amenities in the area including pathways, ball fields and park lands. WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT RESOL VED BY THE CITY COUNCIL OF MONTICELL0, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the offices of the City Clerk and the Wright County Engineer, are hereby approved. 2. The Wright County Engineer shall prepare and cause to be inserted in their official paper and in the Construction Bulletin and/or Finance & Commerce publication(s) an advertisement for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the County's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. The advertisement shall specify the work to be done, and shall state that bids will be opened at the time and place specified for the bid opening of Wright County's CSAH 75 reconstruction project, and that the award of the bid and the responsibility of the bidders will be considered by the City Council at the next regularly scheduled Council meeting in the Council Chambers of City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the County and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the County for 5% of the amount of such bid.
