CITY OF MONTICELLO
RESOLUTION NO. 2011-03
A RESOLUTION SUPPORTING ADOPTION OF THE MONTICELLO
TRANSPORTATION PLAN AND INITIATING SEVERAL KEY PROJECTS
WHEREAS, the Comprehensive Plan adopted in 2008 identified Highway 25 congestion as a
significant issue and called for development of a Transportation Plan that would address
congestion in this vital transportation corridor; and
WHEREAS, the Planning Commission and City Council established a draft Transportation Plan in
2008 but held off adoption pending establishment of a preferred locations for a Mississippi River
Crossing and establishment of a location for a third interchange; and
WHEREAS, the Industrial and Economic Development Committee (IEDC) serves as the Business
Retention and Expansion (BR&E) Task Force; and
WHEREAS, the BR&E Task Force interviewed 60 businesses in the summer of 2010 and almost
every survey identified transportation as an area that the City needs to make a high priority to
alleviate traffic congestion on Trunk Highway 25 and support efforts to expand Interstate 94; and
WHEREAS, the BR&E Task Force created a Transportation sub -committee to work in
conjunction with the City in moving forward transportation projects that will benefit the City and
the surrounding region; and
WHEREAS, the IEDC and BR&E transportation task force recognizes that the Monticello City
Council has been proactive with significant transportation improvements including TH 25/Chelsea
Road, CSAH 18 interchange and the TH 25/CSAH 75 intersection improvements;
WHEREAS, there are projects that would benefit from attention in 2011 including the Trunk
Highway 25 / CSAH 75 intersection, Fallon Avenue overpass, and evaluation of a second River
Crossing; and
WHEREAS, in February of 2009, the Planning Commission passed a resolution recommending
the City Council adopt the draft 2008 Transportation Plan and establish the following priorities: a.
Second River Crossing b. Fallon Avenue Overpass c. Highway 25 improvements; and
WHEREAS, on January 4, 2011, City Staff and representatives from WSB provided detailed
information regarding upcoming potential projects including necessary next steps to begin
resolving outstanding issues and challenges; and
WHEREAS, the IEDC and BR&E Transportation sub -committees are committed to assisting the
City of Monticello in prioritizing short term and long term transportation initiatives to manage
traffic to the benefit of Monticello businesses and residents; and
WHEREAS, implementing transportation improvements including Trunk Highway 25/CSAH 75
intersection improvements, Fallon Avenue overpass, and a second river crossing will provide for
economic benefit to existing and new businesses; and
WHEREAS, the business community can be instrumental in emphasizing transportation needs and
benefits to elected officials outside the City of Monticello;
NOW THEREFORE, BE IT HEREBY RESOLVED THAT THE INDUSTRIAL AND
ECONOMIC DEVELOPMENT COMMITTEE, recommends the Monticello City Council
continue to support transportation needs in the community and consider authorizing preliminary
design plans/Staff Approved Layout for alignment, traffic control alternatives and preliminary cost
estimates for Fallon Avenue, 7th Street and Washington Street; and
BE IT FURTHER RESOLVED the Industrial and Economic Development Committee supports
the City Council authorizing the completion of the River Crossing FAQ sheet, work with the City
Council to determine the appropriate location, and continue discussions with surrounding
committees; and
BE IT FURTHER RESOLVED the Industrial and Economic Development Committee
encourages the City Council to establish a goal of adopting the Transportation Plan in 2011.
