City Council Minutes 12-06-1993 SpecialMINUTES SPECIAL MEETING - MONTICELLO CITY COUNCIL Monday, December 6, 1993 - 5:00 p.m. Members Present: Ken Maus, Brad Fyle, Clint Herbst, Shirley Anderson Members Absent: Patty Olsen 1. Consideration of resolution awarding the sale of $980,000 in G.O. Refunding Bonds, Series 1994A. Mr. Bob Thistle of Springsted, Inc., the City's financial consultant, reviewed with the Council the 12 bids that the City had received on the sale of $980,000 in G.O. Refunding Bonds. Mr. Thistle noted that Norwest Investment Services provided the lowest bid cost at an average interest rate of 4.2312%. It was noted that the refunding issue would be used to retire bonded debt that was originally issued in 1988 for various improvement projects and will ultimately save the City approximately $143,000 in interest cost over the remaining life of the bond issue. Based on the favorable bids that were received, it was the recommendation of Springsted, Inc., that the City award the sale to the lowest bidder, Norwest Investment Services, Inc. As a result, a motion was made by Shirley Anderson and seconded by Brad Fyle and unanimously carried to adopt the resolution awarding the sale of $965,000 in G.O. Refunding Bonds to the lowest bidder, Norwest Investment Services, Inc. It was noted that the bond sale amount was to be reduced to $965,000 from $980,000 due to the favorable interest rates that we had received. SEE RESOLUTION 93-44. 2. Consideration of granting an open burning permit to Mr. Edgar Klucas. Mr. Tom Moores, representing Edgar Klucas, appeared before the Council requesting a burning permit to burn a brush and rubble pile that existed on the Klucas property on West River Street in Monticello. Mr. Moores indicated that they had obtained written permission from all property owners within 600 ft of the burn site and also noted that Fire Warden representative, Scott Douglas, of the Monticello Fire Department did not have a problem with burning at this site due to the snow cover. Page 1 Special Council Minutes - 12/6/93 Although the particular request for burning was intended to clean up debris from the property and was not involved with any land development at this time, Councilmember Fyle felt the City Council should be reviewing the status of the property as it relates to other zoning issues before just granting an open burning permit. Mr. Fyle noted that there appeared to be an expansion of the non -conforming uses at this site, such as additional trucks and vehicles being stored on the property along with numerous fish houses that are possibly being sold from the site. Since the property is zoned R-3 (multiple family zoning), residential zoning would not be an appropriate area for additional commercial uses. Mayor Maus noted that there may be some concerns about non -conforming uses at this site but that is a separate issue that should probably be dealt with at a separate time. The open burning request should enhance the eventual cleanup of the site and make it easier to bring into conformity in the future. After further discussion, a motion was made by Shirley Anderson and seconded by Clint Herbst to recommend granting an open burning permit to the Edgar Klucas parcel as requested.
