Planning Commission Resolution 2014-058CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. 2014-058 Motion By: Gabler Seconded By: Burvee RESOLUTION REQUESTING CONDITIONAL USE PERMIT FOR SCHOOLS, K -12 (MONTICELLO ALTERNATIVE LEARNING PROGRAM/TURNING POINT) IN AN IBC (INDUSTRIAL AND BUSINESS CAMPUS) DISTRICT WHEREAS, the Monticello School District and the owners of the property at 406 East 70' Street, Monticello, MN, are seeking a Conditional Use Permit to establish a school district program known as Turning Point Program on said property; and WHEREAS, the proposed property is zoned IBC, Industrial and Business Campus; and WHEREAS, K -12 school facilities such as the one proposed are allowed by Conditional Use Permit in the zoning district, subject to compliance with certain zoning regulations; and WHEREAS, the Planning Commission held a public hearing on June 3, 2014 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the approval of the Conditional Use Permit: 1. The proposed project is consistent with the uses and facilities on the subject property; 2. The proposed school use can be conducted on the property without negative impact on commercial or industrial land uses; 3. The proposed use can be conducted on the proposed site in a safe manner conducive to both commercial /industrial and school activities; 4. Subject to the conditions identified in the staff report, and repeated herein, the proposed use will meet the requirements and intent of the zoning ordinance. CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. 2014-058 NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of Monticello, Minnesota, recommends approval of the request based on the conditions provided in Exhibit Z of the referenced staff planning report, and as listed below: 1. Bus circulation and related drop - off/pick -up activities shall be addressed to the satisfaction of the City. 2. Any new site signage shall comply with the applicable provisions of the Sign ordinance and be subject to sign permit.
