APPROVING SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS FOR THE INSTALLATION OF THE AERATION
BLOWER AND ANCILLARY EQUIPMENT FOR PHASE 1 OF WASTE WATER
TREATMENT FACILITY BIOSOLIDS IMPROVEMENTS

WHEREAS, pursuant to a Resolution approved by the City Council on August 12, 2013, a
contract was awarded to Houston Service Industries (HSI) for the fabrication of the aeration
blower and ancillary equipment for Phase 1 of Waste Water Treatment Facility Biosolids
Improvements; and
WHEREAS, the aeration blower and ancillary equipment has been fabricated and awaits testing
and shipping in advance of the installation of the aeration blower and ancillary equipment;
NOW THEREFORE, BE IT RESOL VED BY THE CITY COUNCIL OF MONTICELL0,
MINNESOTA:
1. Such specifications for the installation of the aeration blower and ancillary equipment, a
copy of which is on file in the office of the City Clerk, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the local
official paper and Finance & Commerce trade paper an advertisement for bid upon the
making of such improvement under such approved plans and specifications. The
advertisement shall be published no less than three weeks before the last day for
submission of bids, once in the City's legal publication and at least once in either a
newspaper published in a city of the first class or a trade paper. To be eligible as a trade
paper, a publication shall have all the qualifications of a legal newspaper except that,
instead of the requirement that it shall contain general and local news, such trade paper
shall contain building and construction news of interest to contractors in this state, among
whom it shall have a general circulation.
The advertisement shall specify the work to be done, and shall state that bids will be
opened at 2:00 p.m. on September 9, 2014, and that the award of the bid and the
responsibility of the bidders will be considered by the City Council at 7 p.m. on
September 22, 2014, in the City Council Chambers. Any bidder whose responsibility is
questioned during consideration of the bid will be given an opportunity to address the
Council on the issue of responsibility. No bids will be considered unless sealed and filed
with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified
check payable to the City for 5% of the amount of such bid.
