REGULAR MEETING - MONTICELLO CITY COUNCIL
Monday, April 27, 1992 - 7:00 p.m.

2. Approval of minutes.
A motion was made by Shirley Anderson, seconded by Brad Fyle,
and unanimously carried to approve the minutes of the regular
meeting held April 13, 1992.
4. Consideration of an offer to purchase future 7th Street right-
of-way -- Marvin Kramer property.
Previously, Mr. Marvin Kramer had approached the City
inquiring whether the City had any interest in purchasing his
property for the future extension of 7th Street. Council
directed staff to continue negotiations with Mr. Kramer and
report back to the Council the results of the negotiations.
The City Administrator outlined the benefits of the City
acquiring the property at this time and recommended two
approaches for determining the value of the property both as
a commercial parcel and as a rental property. Mr. Kramer
presented his asking price, which was $150,000 plus the City
to assume outstanding special assessments of $14,300, for a
total of $169,300.
It was the general consensus of the Council that purchasing
the property at this time at a fair price may be beneficial to
the City provided municipal state aid funds could be used for
the right-of-way acquisition. Mayor Maus suggested that a
compromise value be established and suggested that an offer be
made of $125,000 plus City to assume outstanding assessments.
Mrs. Kramer suggested that the City obtain another appraisal
on the property to determine a fair value before making an
offer so that the Council would be comfortable with the
purchase price established.
After further discussion, a motion was made by Dan Blonigen
and seconded by Brad Fyle to authorize staff to prepare a
purchase agreement for the property at $125,000 plus the City
to assume outstanding assessments of $14,300 contingent upon

the City Engineer confirming that municipal state aid funding
would be available for this purchase and contingent upon City
staff inspecting the house beforehand. The offer would be
good for 60 days, at which time it would be withdrawn. Voting
in favor: Ken Maus, Brad Fyle, Clint Herbst, Dan Blonigen.
Opposed: Shirley Anderson.
5. Consideration of approval of plans and specifications for 1992
sealcoating project and authorization to advertise for bids.
Public Works Director, John Simola, outlined the proposed
sealcoating project for 1992 that involves approximately
81,572 square yards of sealcoating area on various streets
throughout the city. The estimated project cost would be
approximately $42,417.
A motion was made by Shirley Anderson, seconded by Dan
Blonigen, and unanimously carried to approve the
specifications as drafted for the sealcoating project and to
authorize the advertisement for bids at an anticipated cost of
$42,417.
6. Consideration of handling special wastes from residential
properties.
The City Council was informed that a new Wright County Waste
Designation Ordinance, which recently took effect, exempts at
least two special wastes which are currently being disposed of
in residential garbage. The first one is ashes from residents
who burn wood for heat, and the second is tree waste such as
branches. The Wright County ordinance prohibits these
materials from being deposited at the compost facility; and as
such, the City Council was asked to adopt a policy which
officially prohibits these items from being disposed of
through the City's refuse program.
It was suggested by the Public Works Director that the City
consider establishing a drop-off point at the public works/
maintenance facility for residents to deposit branches. Home
owners would be responsible for finding their own method of
disposal for the ashes they may accumulate.
After further discussion regarding the County's restrictions
on these items, a motion was made by Clint Herbst, seconded by
Shirley Anderson, and unanimously carried to authorize the
public works department to set up a drop-off point for small
amounts of bundled branches and to adopt the policy that ashes
from wood burning cannot be deposited in the garbage and must
be disposed of in some other manner.

Consideration of future cable equipment installation for
Council Chambers.
The City Council was informed that the Sherburne Wright County
Cable Commission of which the City of Monticello is a member
has adopted a policy of promoting the installation of cable
equipment in all city halls for televising government meetings
on the cable government access channel. The cable commission
has been accumulating the franchise fees from all ten cities
in the commission with the intent of providing the funds to
each community for the purchase and installation of the cable
equipment.
The Council was informed that funding from the commission
would be available in 1992 or 1993 should the City of
Monticello wish to install this equipment. It was estimated
that complete installation could cost between $15,000 and
$25,000 or more depending on modifications that would be
necessary to the Council Chambers.
The Council noted that it appears that televising government
meetings is becoming more popular, but it was also noted that
only one-third of the Monticello residents currently have
cable t.v. installed in their homes.
Councilmember Anderson made a motion to inform the Sherburne
Wright County Cable Commission that the City be considered for
government access installation in 1992 or 1993. Motion died
for lack of a second.
By Council consensus, a tentative date for installation of the
equipment was tabled for now with a request for additional
information on the number of communities providing this
service and for additional information with the City to
reconsider this request at a later date.
Consideration of advertisement for bids for the public works
facility, phase I.
The Council was informed that the plans and specifications for
the new public works building expansion project are 50%
complete and will be reviewed by the building committee on
Wednesday, April 29. In order to meet the tight time schedule
requirements, Council was asked to begin advertisement for
bids on the construction of the facility starting May 7 with
the final plans to be reviewed by the City Council on their
meeting scheduled for May 11, 1992. With the advertisement

for bids beginning on May 7, bids would be returnable May 29
and would allow the contractor to start construction the week
of June 15 as originally scheduled.
A motion was made by Shirley Anderson, seconded by Brad Fyle,
and unanimously carried to authorize the advertisement for
bids on construction of the new public works facility on May 7
with the final plans and specifications being reviewed by the
City Council on May 11.
9. Consideration of bills for the month of April.
A motion was made by Clint Herbst, seconded by Dan Blonigen,
and unanimously carried to approve the bills for the month of
April as presented.
