IT IS HEREBY ORDAINED BY the City Council of the City of Monticello, Minnesota:

ORDINANCE NO. 586
Section 2. Title 1, Chapter 6 - Personnel, shall be further amended as follows:
Existing sections 1 -6 -1 through 1-33-1 shall be deleted in their entirety.
Section 3. Title 1, Chapter 6 — Personnel, shall be amended by adding the following
sections:
1 -6 -1: PURPOSE: It shall be the purpose of these rules and regulations to
establish a uniform and equitable system of municipal personnel
administration for all employees of the City.
1 -6 -2: ADOPTION OF CITY OF MONTICELLO PERSONNEL HANDBOOK
BYREFERENCE. The City of Monticello Personnel Handbook as
adopted by the Monticello City Council, and amended as needed, shall
serve as the system of municipal personnel administration for the City.
1 -6 -3: POSITIONS: All offices and positions in the City now existing or
hereafter created by the Council, unless specifically exempt, shall be
subject to the provisions of these rules and regulations, except that:
(A) The following offices and positions in the municipal employ shall
be exempt from the provisions of these rules and regulations:
1. Elected officials
2. Members of Boards and Commissions
3. Appointed officials as follows: Administrator, Attorney,
Physician, and Health Officer
1 -6 -4: CITYADMINISTRATOR: The duties of the Clerk and City
Administrator shall be combined in the office of City Administrator. In
addition to the duties prescribed for Clerk in Chapter 412 of the
Minnesota Statutes, the duties of Administrator shall be as prescribed by
the City Council and in accordance with Minnesota state statutes.
1 -6 -5: OUTSIDE EMPLOYMENT. Any employee holding one of the positions
listed below shall not perform the same or substantially similar duties
for another local unit of government on either a full time or ongoing
part -time basis, either directly as an employee or independent contractor
or indirectly through a corporation or other entity. The positions
covered by this subsection are: City Administrator, Deputy City
Administrator, Community Development Director, Economic
Development Director, Public Works Director, Chief Building Official,
and City Engineer.
ORDINANCE NO. 586
Section 4. The City Clerk is hereby directed to make the changes required by this Ordinance
as part of the Official Monticello City Code, and to renumber the chapters
accordingly as necessary to provide the intended effect of this Ordinance. The
City Clerk is further directed to make necessary corrections to any internal
citations that result from said renumbering process, provided that such changes
retain the purpose and intent of the Monticello City Code as has been adopted.
Section 5. This Ordinance shall take effect and be in full force from and after its passage
and publication. The ordinance in its entirety shall be posted on the City website
after publication. Copies of the complete City Code are available online and at
Monticello City Hall for examination upon request.
