RESOLUTION RECEIVING REPORT, ORDERING PLANS AND SPECIFICATIONS,
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS
FRONT STREET
PROJECT NO. 2001-06C
WHEREAS, pursuant to resolution of the council adopted April 9, 2001, a report has been prepared by
WSB & Associates, Inc. with reference to the improvement of Front Street between Walnut Street
and Locust Street by the reconstruction of street and utilities, and this report was received by the
council on April 23, 2001, and
WHEREAS, the report provides information regarding whether the proposed project is necessary,
cost-effective, and feasible,
NOW, THEREFORE, BE IT HEREBY RESOL VED BY THE CITY COUNCIL OF MONTICELL0,
MINNESOTA:
1. The council will consider the improvement of Front Street from Walnut Street to Locust street
by the reconstruction of street and utilities contingent upon the city acquisition of the property
located at 218 Front Street (155-010-054070).
2. WSB & Associates, Inc. is hereby designated as the engineer for this improvement and has
prepared such plans and specifications for the making of such improvementNuch plans and
specifications, a copy of which is on file in the office of the City Administrator is hereby
approved.
3. The city council declares its official intent to reimburse itself for the costs of the improvement
from the proceeds of the tax exempt bond.
4. The City Administrator shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under
such approved plans and specifications. The advertisement shall be published for three days,
shall specify the work to be done. shall state that bids will be received by the City
Administrator until 10 a.m. on July 20, 2001 at which time they will be publicly opened by
the City Administrator and City Engineer, will then be tabulated and the bids and the
responsibility of the bidders will be considered by the council at 7 p.m. on July 23, 2001 in
the council chambers of city hall. Any bidder whose responsibility is questioned during
consideration of the bid will be given an opportunity to address the council on the issue of
responsibility. No bids will be considered unless sealed and filed with the City Administrator
and accompanied by a cash deposit, cashier's check. bid bond or certified check payable to the
City Administrator for five percent (5%) of the amOunt of such bid.
