AN ORDINANCE ADDING CHAPTER 8 TO TITLE II ESTABLISHING THE
MONTICELLO COMMUNITY CENTER ADVISORY BOARD
The City Council of the City of Monticello does hereby ordain:

2-8-1: NAME OF THE COMMISSION
The naive of the organization shall be the Community Center Advisory Board.
2-8-2: AUTHORIZATION:
The authorization for the establishment of this advisory board is set forth under
MN Statutes, Section 412.111. Duties are delegated to the Community Center
Advisory Board by the City Council of Monticello by this ordinance dated
September 11, 2000, and power pursuant to MN Statutes, Section 412.111.
2-8-3: MEMBERSHIP:
The Community Center Advisory Board shall consist of five (5) regular members
to be appointed by the City Council of Monticello. One member shall be
appointed from the Monticello Senior Center. Either the Mayor or a City Council
member shall act as a voting member on the board. All members shall be residents
of the City of Monticello and shall have equal rights and privileges. One
high school student shall be appointed on an annual basis to act as an ex -officio
member of the board.
2-8-4: TERM OF OFFICE:
The term of the regular members shall be for three (3) years and shall be staggered
so that no more than two members' terms expire in a given year, that member may
be subject to replacement by the City Council. The initial terms of the advisory
board will be extended to ensure subsequent terms will run on a calendar basis,
one (1) member's term will expire in 15 months, two (2) member's terms will
expire in 27 months and two (2) member's terms will expire in 39 months.
2-8-5: VACANCY:
Any vacancy in the regular or at large membership shall be filled by the City
Council, and such appointee shall serve for the unexpired term so filled.
2-8-6: OFFICERS:
(A) Elections: The Community Center Advisory Board shall elect at its January
meeting from its membership a chair, vice chair and secretary who shall serve for
a term of one year and shall have such powers as may be prescribed in the rules of
said commission.
(B) Duties of the Chair: The chair shall preside at all meetings of the Community
Center Advisory Board and shall have the duties normally conferred and
parliamentary usage of such officers.
(C) Duties of Vice Chair: The vice chair shall act for the chair in his absence.
(D) Duties of Secretary: A secretary may be appointed who is not a member of the
Community Center Advisory Board but can be employed as a member of City
staff. The secretary shall keep the minutes and records of the commission; and
with the assistance of staff as is available shall prepare the age da of the regular
and special meetings for commission members, arrange proper and legal notice of
hearings when necessary, attend to correspondence of the commission, and other
duties as are normally carried out by a secretary.
2-8-7: MEETINGS:
(A) Regular meeting shall be held monthly on a date established by the
Community Center Advisory Board. In the event of a conflict with a holiday or
special events, a majority at any meeting may change the date and location of the
meeting. The meeting shall be open to the general public.
2-8-8: QUORUM:
A majority of the total Community Center Advisory Board members shall
constitute a quorum for the transaction of business.
2-8-9: DUTIES OF THE COMMISSION:
Establishment of an advisory board to work with the Community Center Director
to snake recommendations and /or changes in Community Center policies, review
complaints unresolvable through normal channels, review annual budget and to
make recommendations on non -budget purchases and capital improvement items.
They would also act in an advisory capacity on programming for and marketing of
the community center.
2-8-10: AMENDMENTS:
Amendments to this ordinance may be recommended by the majority vote of the
existing membership of the Community Center Advisory Board. The authority to
amend any portion of the ordinance lies with the City Council and requires a
majority vote of the Council.
SECTIONIL Effective Date: This ordinance shall be effective upon publication.
