City Council Resolution 1998-40~cil member Bruce Thielen introduced the following resolution and moved its adoption:
RESOLUTION NO. 98-40
RESOLUTION REQUESTING EXAMINATION
OF COMMUNITY CENTER FINANCING
BY OFFICE OF THE STATE AUDITOR
WHEREAS, the City of Monticello (the "City") has determined the need to construct a
Community Center (the "Facility") that would house, among other things, City offices, senior center,
aquatics facility and meeting rooms; and
WHEREAS, the City and the National Guard have reached agreement to use the Facility as a
National Guard training center; and
WHEREAS, the City Council has undertaken a variety of steps necessary to build the Facility,
including acquisition of land, construction of public utilities and initiation of the construction bidding
process; and
WHEREAS, the City has received a petition requesting the Office of the State Auditor (the "State
Auditor") to "examine the books, records, accounts and affairs of the City of Monticello and its Housing
and Redevelopment Authority with regard to financing the acquisition for construction and operation of a
multi-use community center"; and
WHEREAS, the examination of municipal records pursuant to petition must be submitted to
County Auditor for verification of the petition thirty (30) days prior to delivery to the State Auditor; and,
WHEREAS, delays in the construction bidding process will increase the cost of the Facility by
eliminating the ability to start construction in November. In addition, delays may also result in higher
finance costs by losing historic low interest rates currently available to the City.
NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of Monticello,
Minnesota, as follows:
1. To expedite the investigation of the State Auditor's Office, the City requests the State Auditor to
examine the books, records, accounts and affairs of the City of Monticello and its Housing and
Redevelopment Authority with regard to financing the acquisition for construction and operation
of a multi-use community center pursuant to Minnesota Statutes, Section 6.55.
2. The City requests that the State Auditor undertake such investigation at the earliest opportunity
and minimize the risk of additional costs of Monticello taxpayers through unnecessary delays in
construction and finance.
3. The City requests that the State Auditor report its findings to the City at a regular or special
meeting of the City Council.
4. The City agrees to pay the cost of the examination pursuant to Minnesota Statutes, Section 6.56.
5. City Staff is directed to prepare and send a formal letter requesting the State Auditor review by no

later than October 1, 1998. City Staff shall also prepare a compilation of the steps the decision
making process and other background information relating to the Facility and to forward this
information to the State Auditor at the earliest opportunity.
The time and date for the receipt of bids for the construction of the Facility previously set by the
City Council is hereby amended to be 3:00 p.m. on Thursday, October 29, 1998.
The motion for the adoption of the foregoing resolution was duly seconded by Council member
Clint Herbst ,and upon a vote being taken thereon, the following voted in favor thereof:
Bill Fair, Clint Herbst, Brian Stumpf, Roger Carlson, Bruce Thielen
and the following voted against the same:
None
