RESOLUTION STRESSING IMPORTANT CRITERIA
FOR SELECTING RIVER CROSSING CORRIDOR
WHEREAS, the State of Minnesota has commissioned a Mississippi River bridge crossing
study to improve understanding of issues and problems, to determine local community
concerns and issues, to coordinate local and regional transportation goals, to focus financial
resources on best solutions, and to prevent/minimize future transportation problems; and
WHEREAS, the alignment selected will impact traffic levels on State Highway 25 in the city
of Monticello; and
WHEREAS, vehicle and truck traffic passing through Monticello on State Highway 25
impacts the local transportation system, land use, and the quality of life for the citizens of
Monticello; and
WHEREAS, according to the study, the 1995 summer weekday traffic counts show 22,000
trips per day at the existing bridge crossing/Highway 25 corridor in Monticello; and
WHEREAS, the threshold volume at this location is 27,000 trips, and the threshold volume
at State Highway 25 will be surpassed earlier than other bridges studied; and
WHEREAS, the study projects 38,000 summer weekday vehicle trips per day at State
Highway 25 under the no -build option. This future level of traffic will result in extreme
traffic congestion along the Highway 25 corridor in Monticello; and
WHEREAS, the Enfield/Becker option is rated good or fair and has no poor ratings when
evaluated in terms of the seven criteria established for comparing corridors; and
WHEREAS, among the three corridors recommended for further study, the study shows that
the best option for relieving congestion on State Highway 25 and the best option for
balancing mid- and long-range trips among the various bridges is the Enfield/Becker
alternative (D-1).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, to recommend that the
Minnesota Department of Transportation, when making the final decision on the proper
location for the river crossing corridor, strongly consider the impact of its decision on the
overall operation and capacity of the existing road and bridge system and, in particular,
Highway 25.
