City Council Resolution 1995-45RESOLUTION 95- 45 RESOLUTION ENCOURAGING ESTABLISHMENT OF AN INTEGRATED SPENT FUEL MANAGEMENT SYSTEM WHEREAS, approximately 22 percent of the nation's electricity is generated using nuclear energy; and WHEREAS, approximately percent of the State of Minnesota's electricity comes from nuclear energy; and WHEREAS, the Monticello NSP Nuclear Plant, located in the city of Monticello, has produced safe, low-cost electricity for 25 years and is a major/significant employer and economic factor in this community; and WHEREAS, Congress enacted the Nuclear Waste Policy Act in 1982 to codify the responsibility of the Department of Energy to provide for the safe and timely acceptance of commercially -generated spent nuclear fuel by 1998 in exchange for payments by electric utility ratepayers into the Federal Nuclear Waste Fund; and WHEREAS, since 1983, ratepayers nationwide have committed more than $10 billion into the Fund; and WHEREAS, the Department of Energy has stated that it cannot accept spent nuclear fuel from utilities until a permanent repository is available in 2010 at the earliest; and WHEREAS, by the end of this decade, 31 reactors in 15 states will have exhausted the space in their spent fuel storage pools, and by 2010, 80 reactors in 28 states will have had to expand their storage capacity; and WHEREAS, continued delays in the Department of Energy's program to accept spent nuclear fuel will subject utility customers to billions of dollars of added costs for additional interim storage at plants, thereby causing customers to pay twice for spent fuel management. NOW, THEREFORE, BE IT RESOLVED THAT the City of Monticello supports the principals contained in that certain Statement of Organizational Principles establishing the Local Government Nuclear Waste Coalition and attached hereto; BE IT FURTHER RESOLVED THAT the City of Monticello hereby joins said coalition, authorizes the payment of dues and participation therein, in accordance with established procedures and budgeting authority. Resolution 95-45 Page 2 BE IT FURTHER RESOLVED THAT the Mayor is hereby directed to forthwith contact the State's Congressional delegation and communicate the City's support for the positions adopted herein.
