RESOLUTION NO. 2016-010
A RESOLUTION OF THE MONTICELLO CITY COUNCIL
APPROVING A CONDITIONAL USE PERMIT FOR AN EXPANSION
OF A HOTEL ON THE FOLLOWING PARCEL:
LOT 3, BLOCK 1, SILVER FOX ADDITION
WHEREAS, Applicants, on behalf of the Best Western Hotel, have submitted an application for
approval of a Conditional Use Permit to expand an existing three story hotel facility; and
WHEREAS, the property in question is guided for commercial uses under the "Places to Shop"
category in the Monticello Comprehensive Plan; and
WHEREAS, the property in question will be zoned B -3, Highway Commercial according to the
official Monticello zoning map and ordinance; and
WHEREAS, the proposed project is consistent with the requirements of the zoning ordinance for
the intended use; and
WHEREAS, the Planning Commission granted a variance allowing a reduced setback from the
east right of way line to accommodate the plan and the Conditional Use Permit; and
WHEREAS, the proposed project will meet the goals and policies of the Monticello
Comprehensive Plan; and
WHEREAS, the Planning Commission held a public hearing on February 2, 2016 on the
application and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the City Council has considered all of the comments and the staff report, which are
incorporated by reference into the resolution; and
WHEREAS, the City Council of the City of Monticello hereby makes the following Findings of
Fact in relation to the recommendation of approval:
1. The property is guided for commercial uses, consistent with the proposed use and
zoning.
2. The use meets the performance requirements for hotels as identified by the Planning
Commission's findings and approval of variance.
3. The existing parking and site improvements, with additions specified in the plans and
application, are sufficient to serve the property.
4. The use will not overburden the City's street or utility services.
5. The use will not create undue levels of traffic or other negative impacts.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota:
The Monticello City Council hereby approves the Conditional Use Permit for a three story hotel
expansion as recommended by the Planning Commission, subject to the conditions identified in
Exhibit Z of the applicable staff report, and as identified below:
1. The underground phone line be relocated to the utility / drainage easement on the eastern
part of the property.
2. Compliance with the conditions identified by the City Engineer.
ADOPTED this 22nd day of February, 2016, by the City Council of the City of Monticello,
Minnesota.
