RESOLUTION NO. 2016 -011
A RESOLUTION OF THE MONTICELLO CITY COUNCIL APPROVING A
CONDITIONAL USE PERMIT FOR AN EXPANSION OF AN EXISTING
WIRELESS ANTENNA SERVICE ON THE FOLLOWING PARCEL:
OUTLOT A, SPIRIT HILLS ADI)ffION
WHEREAS, Black and Veatch, applicants on behalf of AT &T Wireless, have submitted an
application for approval of a Conditional Use Permit to expand an existing wireless service
antenna facility; and
WHEREAS, the property in question is guided for residential uses under the "Places to Live"
category in the Monticello Comprehensive Plan; and
WHEREAS, the property in question will be zoned R -A, Residential - Amenities District
according to the official Monticello zoning map and ordinance; and
WHEREAS, the proposed project is consistent with the requirements of the zoning ordinance for
the intended use; and
WHEREAS, the proposed project will meet the goals and policies of the Monticello
Comprehensive Plan and Zoning Ordinance encouraging co- location of such facilities on
existing antenna support structures; and
WHEREAS, the Planning Commission held a public hearing on February 2, 2016 on the
application and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the City Council has considered all of the comments and the staff report, which are
incorporated by reference into the resolution; and
WHEREAS, the City Council of the City of Monticello hereby makes the following Findings of
Fact in relation to the recommendation of approval:
1. The property is guided for residential uses, consistent with the proposed use and
zoning.
2. The use meets the performance requirements for wireless services antenna arrays as
identified by the Planning Commission's findings.
3. The proposed facility will have no significant impact on the visual impact or public
services requirements of the surrounding area.
4. The proposed facility is consistent with the City's policy of promoting co- location of
such facilities on existing structures.
5. The use will not overburden the City's street or utility services.
6. The use will not create undue levels of traffic or other negative impacts.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota:
The Monticello City Council hereby approves the Conditional Use Permit for an expansion of an
existing wireless services antenna facility as recommended by the Planning Commission, subject
to compliance with related codes and regulations for such use.
ADOPTED this 22nd day of February, 2016, by the City Council of the City of Monticello,
Minnesota.
