Adjournment CityCouncilAgenda:10/12/15 1 Workshop-ConsiderationofconceptplanfortheBertramChainofLakes RegionalParkAthleticPark (AS/TP/KB/JO) A.REFERENCEANDBACKGROUND: CityCouncilandtheParksCommissionareaskedtoconsidertheconceptplandeveloped fortheBertramChainofLakesRegionalPark-AthleticPark.Thepurposeofthereview istomovetheconceptforwardtothemasterplan,phasingandfeasibilitycomponentof theplanningprocess. CouncilwillrecallthatthefirsttaskoftheAthleticParkplanningprocesswasto completeaneedsanalysisleadingtotheconfirmationoftheconceptplanlayout.The exercisereevaluatedtheconceptplandevelopedin2008,usingcurrentdata,athletictrend information,anddirectfeedbackofareaathleticgroups. Assuch,thenewlypreparedconceptplanhasbeendevelopedbasedonfeedback receivedduringaseriesofstakeholderandpublicmeetings,including: •BertramChainofLakeAdvisoryCouncil-2meetings •AthleticOrganizationandBCOLAthleticParkSub-Committee–multiple meetings •ParksCommission–2meetings •September17th,2015publicopenhouse •Publicinput–mysidewalk.com Inaddition,theconceptplanisreflectiveofafield/playareaneedsassessmentand inventory,withinformationsuppliedbytheMonticelloSchooldistrict,theParks Department,localathleticorganizations,andCommunityEducationrepresentatives. WSB&Associates,theCity’sselectedconsultantfortheAthleticParkmasterplanning project,willpresenttheirconceptplanfindingsandanswerquestionsontheplanand backgroundanalysisduringtheCouncil/ParksCommissionworkshop.WSBwillalso providemoredetailedinformationontherationalefortheproposedparkamenitiesand layout. TheBertramChainofLakesAdvisoryCouncilmetonOctober3rd,2015andreviewed thedraftconceptplan.AlthoughtherewasnotaquorumoftheAdvisoryCouncil present,thosepresentatthemeetingexpressedgeneralsupportfortheconceptplan. WSB&Associatesdidrespondtoquestionsrelatedtothetypeofamenitiesproposed, includinghockeyandtenniscourts.Itwasnotedthattheseamenitiesprovidefora broadervarietyofseasonalrecreationoptions,andproviderecreationopportunityfor campersattheadjacentregionalparkfacility.Thesecondaryaccessintotheathleticpark fromtheregionalparkwasalsodiscussed.Itwasnotedthateaseofaccessinandoutof theathleticparkwasviewedasanimportantcomponentforthoseusingthepark,andan importantconnectionbetweenthepassiveandactiveareasofthelargerregionalpark. CityCouncilAgenda:10/12/15 2 TheconceptincludedhereforCouncilreviewissubstantiallysimilartotheconcept presentedtotheAdvisoryCouncil. Atthetimeofthisreport,theathleticparksub-committeeandathleticorganization stakeholdersweresettomeettoreviewtheconceptandprovidefeedback.Afterthis finalmeeting,WSBwillcompileafinalneedsassessmentreportdetailingthe backgrounddatagatheredfortheconfirmationoftheconceptplan. Asdetailedinthescopeofworkforthisproject,theconceptplanwillmoveforward fromthispointtodevelopmentofaphasingplan,includingconstructioncostestimates forallimprovementsineachphase.WSBwillalsoprovideprojectionsofoperationsand maintenanceforeachphase,includingtheinterimimprovements.Thefeasibility plan/reportwillincludeastatementaddressinghoweachofthegoalsoftheprojectscope havebeenmet. Again,thegoalatthistimeistoreceivecommentsandquestionsoftheCounciland ParksCommissioninordertofinalizetheconceptplanandmoveintomoredetailed planningtasksidentifiedfortheathleticparkmasterplan. B.ALTERNATIVEACTIONS: 1.MotiontousethepreparedconceptplanfortheBertramChainofLakesAthletic Parkasthebasisformasterplanningandfeasibilityanalysisasoutlinedinthe contractforworkwithWSB&Associates,subjecttothecommentsandfeedback oftheCityCouncilandParksCommission. 2.Motionofother.
