A. REFERENCE AND BACKGROUND:
The EDA is asked to consider approving a contract with WSB & Associates for a Limited
Phase II ESA for the EDA property at 130 East Broadway. The EDA tabled action on
this item in January for additional information.
A follow -up workshop with the EDA was held on April 13th related to environmental
work on Block 34, as well as an overview of the scope of the proposed Limited Phase II
ESA for the 130 East Broadway site.
As the EDA is aware, the Phase I Environment Site Assessment completed on the EDA
and City -owned parcels on Block 34 indicated historical evidence of a coal gasification
use and gas tank on the 130 East Broadway parcel. This was stated as a "Recognized
Environmental Condition ", or "REC ", along with three others at 100 East Broadway, 200
East Broadway and 316 Pine Street.
The EDA may also recall that when the building at 100 East Broadway was demolished,
contamination was detected at that site, which triggered a Phase II ESA. Through
coordination between MnDOT and MPCA, the Phase II ESA evolved into a Limited Site
Investigation. Although borings taken with the Limited Site Investigation project did not
indicate contamination which would be typically associated with the coal gasification
use, more in -depth study of the 130 East Broadway property is needed to fully understand
whether contamination exists, and to what extent.
WSB has prepared a contract with scope of work for the Phase II ESA at the 130 East
Broadway site. In addition to the base scope for the 130 East Broadway site, WSB has
also provided a scope of work for Phase II which would include 130 East Broadway, as
well as the other two Recognized Environmental Conditions, at 200 Broadway and 316
Pine Street. Staff has requested that WSB prepare these contracts based on their past
work on the Block 34 site and familiarity with the conditions.
Al. Budget Impact: The cost for the Phase II ESA for 130 East Broadway is $9,530
(slightly less than past scope estimate). The cost for the Phase II for all three
remaining RECs is $14,227. The contract for services is a not -to- exceed cost. The
cost would be coded against TIF 1 -22 per the previously approved Interfund Loan
Resolution 2014 -025, or alternatively, against a future TIF district per the
previously approved Interfund Loan Resolution 2014 -095. The expenses are not
eligible for reimbursement through a state funding source.

B. ALTERNATIVE ACTIONS:
1. Motion to authorize a contract agreement with WSB & Associates for a Limited
Phase II ESA for EDA -owned property at 130 East Broadway.
2. Motion to authorize a contract agreement with WSB & Associates for a Limited
Phase II EDA as related to the Recognized Environmental Conditions at 130 East
Broadway, 200 East Broadway and 316 Pine street.
3. Motion of other.
C. STAFF RECOMMENDATION:
City staff continues to recommend Alternative #1, consistent with past recommendation.
The analysis proposed will provided additional clarity on the conditions of the site.

As requested, outlined below is a scope of work and cost to perform a Limited Phase II
Environmental Site Assessment (ESA) at 130 Broadway East (Zoo Bar) located in
Monticello, Minnesota (the Site). In 2014 WSB completed a Phase I ESA at Block 34 which
consisted of the City of Monticello owned parcels and included the Site. The Phase I ESA
identified evidence of a historic gas tank and a possible coal gasification facility as a
recognized environmental condition (REC) associated with the Site and further
investigation of the Site was recommended. Additionally, two City water supply wells are
located approximately 50 and 100 feet south /southeast of the Site building. The City
supply wells are identified as Monticello Well 1 and Monticello Well 2 and have unique
Minnesota Department of Health (MDH) identification numbers 218032 and 236578
respectively.
The purpose of the Limited Phase II ESA is to determine if historic Site uses have resulted
in subsurface soil and /or groundwater contamination. The following tasks are proposed as
part of this scope of work:
Soil Borings
WSB will complete a Limited Phase II ESA at the Site to assess the subsurface soil and
groundwater conditions. The boring activities will include the following:
• Complete a public and a private utility locate
• Advance 4 mechanical push -probe borings to 20 feet below ground surface (bgs)
• Advance 4 hand auger soil borings to 4 feet bgs
o Use an electric coring machine inside the building to penetrate the concrete
slab
• Screen soils using a photoionization detector (PID) with a 10.6 eV lamp

• Record general soil classifications /observations on a field log
• Seal borings per Minnesota Department of Health (MDH) requirements
Soil and Groundwater Sampling
WSB will collect soil and groundwater samples during the investigation. The sampling
activities will include the following:
• Collection of 8 soil samples per MPCA guidelines
• Collection of 3 groundwater samples per MPCA guidelines
• Collection of 2 soil vapor samples per MPCA guidelines
• Submittal of samples to a MDH certified laboratory
• Analysis of each soil and groundwater sample for:
• Diesel range organics (DRO) using the Wisconsin Method
• Gasoline range organics (GRO) using the Wisconsin Method
• 8 -RCRA Metals using EPA Method 6020
• Volatile organic compounds (VOC) using Method 8260
• Semivolatile organic compounds (SVOC) using EPA Method 8270
• Analysis of each soil vapor sample for:
o VOC using EPA Method TO -15
Reporting
WSB will summarize the results of the Limited Phase II ESA in a final report. At a
minimum, the report will include the following:
• Scope of work
• Sample location map
• Sample methods and procedures
• Investigation results
• Conclusions and recommendations
Scope Assumptions
• Borings will be completed on City owned property
• The City will provide access to the Site building
• Shallow groundwater is present at approximately 12 feet bgs at the Site
• Subsurface obstructions will not inhibit boring advancement
• Soil /groundwater samples will be submitted for laboratory analysis with a standard
10 day turnaround time
• The City will provide one review /comment of the final report

Total Cost and Schedule
The cost to perform the above described Limited Phase II ESA is not -to- exceed $9,530.
WSB will contract with a drilling contractor and laboratory to perform the borings and
analytical testing. If additional work is required beyond the scope outlined above, WSB will
receive authorization from the City prior to completing any extra work. Upon
authorization, the work can be performed as early as the week of May 1st, 2016. If you
wish to authorize this work, please sign below and submit a copy to WSB.

As requested, outlined below is a scope of work and cost to perform a Limited Phase II
Environmental Site Assessment (ESA) at Block 34 bound by Broadway East to the north,
Cedar Street to the east, 3rd Street East to the south, and Pine Street to the west located in
Monticello, Minnesota (the Site). In 2014 WSB completed a Phase I ESA for Block 34 which
included the City of Monticello owned parcels located on Block 34. The Phase I ESA report
identified the following recognized environmental conditions (RECs) and historical
recognized environmental condition (HREC) associated with the Site:
• * REC -1: Presence of former gasoline service station (Phillips 66 Station) at 100
Broadway East
• REC -2: Gas tank and possible coal gasification activities at 130 Broadway East
• REC -3: Adjacent active service station at 200 Broadway East
• HREC -1: Adjacent closed leak site at 316 Pine Street
*A petroleum leak was discovered at this site (Leak 19812) and has since been investigated and
closed by the MPCA. Due to the closed status of Leak 19812, this site is currently considered an
HREC.
Additionally, two City municipal water wells identified as Monticello 1 and Monticello 2
(IDs 218032 and 236578) are located at the Site. The purpose of the Limited Phase II ESA is
to determine the identified RECs, HREC, and historic Site uses have resulted in subsurface
soil and /or groundwater contamination.
