TRACT OF MINUTES OF MEETING OF THE VILLAGE
COUNCIL 4F THE VILLAGE OF MONTTCELLO, MINNE-
SOTA, HELD FEBRUARY 1, 1860
Pursuant to due call and notice thereof, a
meeting of the Village Council of the Village of Monticello, Minne-
sota, was held at the in said Village
on February 1, lg6o at 7:00 o'clock P.M.
The following members were present:

resolution and moved its adop ion:
A RESOLUTION RELATING TO THE CONSTRUCTION OF
A SEWAGE TREATMENT PLANT, INTERCEPTOR SEWERS,
SANITARY SEWERS, LIFT STATION, AND STREET IM-
PROVEMENTS, FIXING THE TIME FOR HEARING ON
THE PROFOSED IMPROVEMENTS, AND DIRECTING
NOTICE THEREOF.
WHEREAS, the Village Council deems it necessary and exped-
ient that the Village of Monticello,construct improvements consisting
of a sewage treatment plant and necessary interceptor sewers, sanitary
sewers, lift station, and street improvements, and
WHEREAS, the Council has been advised by competent engineers
that the proposed improvements are feasible and should best be made
as proposed, and
WHEREAS, the statute provides that no such improvements
shall be made until the Council shall have held a public hearing on
such proposed improvements following two publications in the official
newspaper of a notice, stating the time and place of the hearing, the
general nature of the improvement, the estimated cost thereof, and
the area proposed to be assessed.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE
OF MONTTCELLO, MINNESOTA:
1. That the meeting of the Council will be held at the
in said Village, on the 15th day of
ebruary, 19 0 at :00 o'clock P.M. for the purpose of considering
the proposed improvements and determining whether to make the same.
2. The proposed improvements consist of those items detailed
in the Notice of Hearing hereinafter set forth.
3. The estimated cost of said improvements is as set out
in said Notice of Hearing.
~. This Council proposes to proceed under the authority
granted by Chapter 42g,M.S.A.
5. The notice of such hearing shall be in substantially the
following form

NOTICE OF HEARING ON IMPROVEMENTS
TO WHOM IT MAY CONCERN
Notice is hereby given that the Village Council of
Monticello, Minnesota, will meet in the
at 8 o'clock P.M. on Monday, February 15, 19 0, to consi er t e
making of various sanitary sewer facilities improvements and
street improvements for and within the Village pursuant to M.S.A.,
Sec. 429.011 to 429.11 (Laws 1953, Ch. 398).
The general nature of said improvements are as follows:
PROJECT "A"
1. The construction of a high rate filter sewage treat-
ment plant to include all appurtenances.
2. The construction of interceptor sanitary sewers from
the proposed treatment plant site thence parallel to
the Mississippi River to the intersection of Dayton
Street and River Street; thence along River Street
to Pine Street; thence in a general northerly direction
to the intersection of Walnut Street and Front Street;
thence along Front Street to Linn Street. Also to in-
clude the resurfacing of said. streets.
3. The construction of sanitary sewers and services along
the following streets:
On Broadway St, from Chestnut Street to Minn, St.
On Vine St, from Broadway St. to River St.
On River St, from Vine St. tv Linn St.
On Linn St. from River St, to Front St.
On Broadway St. from Cedar St, to Mulberry St.
On Wright St. from Broadway St. to River St.
On Mulberry St. from Broadway St. to River St.
~. The construction of a sewage lift station at the inter-
section of River Street and Pine Street.
The total estimated cost of said improvements is $321,412,
and the estimated cost to the Village is $239,612.
The area proposed to be assessed for such improvements is
every lot, piece and parcel of land within the corporate limits of
the Village benefited by the said improvements whether abutting or
not, based upon benefits received, without regard to cash valuation.
Such persons as desire to be heard with reference to the
proposed improvement will be heard at this meeting.
PROJECT "B"
1. The construction of a sewage treatment plant, interceptor
sewers, street improvements, lift station improvements,
and sanitary sewers and services as set out in Project "R"
above, and

instruction of additional sanitary sewers and
services as follows:
On Vine St. between Broadway St. and nth St.
On 3rd St. between Elm St. and Maple St.
Ori nth St. between Elm St. and Walnut St.
On Maple St. between ~+th St. and 6th St.
On Minn. St. between 6th St. and 5th St.
On Vine St. between 6th St. and 5th St.
On Wright St. between Broadway St. and ~+th St.
On 3rd St. between Locust and Washington St.
On nth St. between Palm St. and Hennepin St.
On Washington St. between River St. and Broadway
Also to include resurfacing of all such streets.

The total estimated cost of such improvements is ~~+95,637,
and the estimated cost to the Village is $395,837•
The area proposed to be assessed for such improvements is
every lot, piece, and parcel of land within the corporate limits of
the Village benefited by the said improvements whether abutting or
not, based.upon benefits received, without regard to cash valuation.
Such persons as desire to be heard with reference to the
proposed improvement will be heard at this meeting.
The Council proposed to consider the foregoing improvements
as set out above, and they will also consider the construction of
various portions of said improvements.

6. The Village Clerk is authorized and directed to cause
notice of said hearing to be given by two publications in the official
newspaper. Said publications shall be one week apart and at least
three days shall elapse between the last publication and the hearing.
Member seconded the motion for the
adoption of said resolution and upon a vote being taken thereon the
following voted in favor thereof
and the following voted against the same:
Whereupon said resolution was declared duly passed and
adopted.

RESOLUTION RELATING TO ACQUISITION OF A
SITE FOR PROPOSED SEWAGE TREI~TMENT PLANT
BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF
MONTICELLO, MINNESOTA:
This Council, and its members, shall immediately take
all necessary action to determine the most suitable site or sites
for the location of a sewage treatment plant and to acquire the
same.
The motion for the adoption of the foregoing resolution
was duly seconded by member and upon vote
being taken thereon, the following voted in favor hereof:
and the following voted against the same:
Whereupon said resolution was declared duly passed and
adopted.
